The services to be provided under this contract fall under the Danish thematic programme for Democracy, Peace and Reconciliation for 2015-2016.
An implementing partner selected through a tender process will be responsible for the implementation of the Danish engagement with the Malian National Assembly. The contract is for a period of 17 months. The overall budget for the engagement is 9 000 000 DKK of which a part is reserved for activities to be defined later. Another part of the overall budget is allocated to services related to coordinating and administering the activities.
The services to be provided by the implementing partner include:
i) Ensure the implementation of development engagement activities according to the annual work plans developed with partners.
ii) Provide technical assistance to the National Assembly on issues determined in the Development Engagement.
iii) Coordinate with other technical and financial partners to the National Assembly.
iv) Ensure the administrative and financial management of the development engagement, including reporting.
v) Ensure the monitoring, evaluation and documentation of lessons learned..
The working language will be French. Knowledge of local languages is an advantage.

If a Tenderer is eligible and meets the minimum requirements for qualification, its Candidate for the position as Coordonnateur/Chef d'équipe is expected to be invited for an interview. Interview of the Coordonnateur/Chef d'équipe is expected to take place the period 22nd July to 23rd July 2015. A Tenderer's candidate can choose to take the interview at the Ministry of Foreign Affairs in Copenhagen or at the Embassy of Denmark in Bamako. If a Tenderer's candidate is unable to attend the interview, its tender will be eliminated from the evaluation process.
A Candidate may, where appropriate and for a particular contract, rely on the capacities of other entities (to meet possible minimum requirements concerning economic and financial standing, and technical and/or professional ability as specified in the Contract Notice), regardless of the legal nature of the links, which it has with them. It must in that case prove to the Contracting Authority that it will have at its disposal the resources necessary, for example, by producing an undertaking by those entities to that effect. Such entities, for instance the parent company of the candidate, must respect the same rules of eligibility, and must comply with the conditions as stated in the contract notice;
The Ministry reserves the right — but is not obliged — to use the remedies provided for in Section 12 of the Danish statutory order on procedures for the award of public supply contracts, public service contracts and public construction contracts (Order no. 712 and 15 June, 2011), if applications or tenders do not fulfil the formalities of the tender documents.
The Client opposes exclusive agreements with local sub-consultants, be they organisations or individuals;
The award of contract is subject to the final approval of the programme by the relevant authorities.
