Bygningsstyrelsen is building new laboratory facilities for the benefit of the Institute of Biomedicine, Faculty of Health, Aarhus University. The new facilities will help to promote the Institute's activities in relation to biomedicine as regards research, teaching and the dissemination of results.
This tender notice comprises certain specified equipment for use in the animal holding facilities. These facilities are automated and house mice and rats destined for use in vivisection. The holding facilities are based on an IVC system with associated AWS and systems for the filling, cleaning and emptying of cages and the cleaning of shelving. The holding facilities will have a capacity of 9 500 cages to mice, although a portion of that capacity is expected to be utilised in the housing of rats. Roughly 70 % of the capacity is expected to be reserved for breeding.
The laboratory facilities are designed to meet the highest standards, especially as regards energy efficiency and reliability. Construction is expected to take place between late 2016 and 2019.

III.1) Conditions relating to the contract
III.1.1) Deposits and guarantees required:
The Contract will be based on AB 92. The contractor will be expected to provide a security deposit in compliance with AB 92 Section 6. As a public authority, Bygningsstyrelsen is not required to provide a security deposit in compliance with AB 92 Section 7.

Payment arrangements will be in accordance with AB 92 Section 22, Stk. 4.

No specific legal form is required. If the contract is awarded to a consortium, then the members will be required to accept that they are jointly and severally liable for the performance of the contract. Subcontractors are not required to forward details unless the applicant relies upon the subcontractor's economic and financial abilities in support of the application — see Section VI.3)
Minimum level(s) of standards possibly required: Applicants' equity capital must have been positive in each of the 3 most recently reported accounting years. Turnover must have been at least 5 000 000 DKK in each of the 3 most recently reported accounting years. In the event that the applicant is a group of economic entities (such as a consortium), all members of the group must individually comply with the requirement as to positive equity capital whereas the requirement as to turnover need only be met by the group as a whole.

(1) Applicants who wish to rely upon another economic entity's economic or technical capacity (for example a subcontractor) must document that they have an irrevocable right to utilize that capacity in the event that the applicant is awarded the contract. As regards technical capacity, it is a condition that the applicant utilizes said capacity in the performance of said contract — the applicant will therefore not be entitled to replace/withdraw said resources without BYGSTs permission.
