II.1.4) Short description of the contract or purchase(s):
The overall purpose of this purchase is to provide DALO with an upgrade of the existing F100 Jet Engine TestCell Facility. The upgraded Test Cell Facility must be a dual-mode facility with capability to accommodate the F100-PW-200 as well as the F100-PW-220/220E engine in accordance with the requirements set forth in USAF Technical Orders 2J-F100-31-2 ENGINE TEST and 2J-F100-41-2- ENGINE TEST.
The existing Test Cell Facility is located in a Hush House at Skrydstrup Air Force Base (AFB) and the upgrade must be installed on site within the Hush House.
The current Hush House is built for testing the F100-PW-200 Jet Engine and has the capability to do installed engine trims, uninstalled test in the Thrust Test Stand and tests with trim data interacting with control room.
The installed engine trims is not a requirement for the upgraded test cell.
The Hush House is a single building, which primarly consists of the following:
— Thrust Test Stand (Frame, in which engine is mounted during test);
— Exhaust section;
— Dock area to fit the entire aircraft indoors for the installed test;
— Control Room;
— Support equipment.
The upgraded Test Cell Facility has to be installed in the Hush House and must be capable of running both theF100-PW-200 and the F100-PW-220/220E engine from the same Thrust Test Stand.
The delivery shall provide for a dual mode Test Cell Facility and consists of the following main parts:
— Hardware upgrade of existing installation, such as cabling, wiring, interface boxes etc. in the dock area.
— Installation of voice communication and video monitoring systems between dock area and control room.
— Complete upgrade of existing Control Room with new computers, throttle controls, monitoring system etc.
— Development of Test Software in accordance with USAF Technical Orders 2J-F100-31-2 ENGINE TEST and 2J-F100-41-2- ENGINE TEST for presentation of test data.
— Software for system self test and fault isolation.
— Training Program for operators.
— Training Program for technical staff.
— Technical support contract with a right to require technical/engineering assistance for as long as the Danish Defence is operating F-16 (expected 2024).
— Software updates for both the operating software and the test software itself, including upgrades on both theprogram and changes in the test software due to changes in USAF Technical Orders 2J-F100-31-2 ENGINETEST and 2J-F100-41-2 ENGINE TEST. Updates must be available for as long as the Danish Defence isoperating F-16 (expected 2024).

VI.3.2) Lodging of appeals
Precise information on deadline(s) for lodging appeals: As a consequence of the Danish act no 492 of 12.5.2010 with subsequent amendments regarding enforcement of the rules for procurement etc., complaints regarding a candidate not being pre-qualified must be filed with The Complaints Board for Public Procurement within 20 calendar days starting the day after the contracting authority has sent notification to the candidates involved, if the notification includes a short account of the relevant reasons for the decision.
Other complaints must be filed with The Complaints Board for Public Procurement within 45 calendar days after the contracting authority has published a contract award notice in the Official Journal of the European Union (with effect from the day following the publication date).
However, if the tender concerns a framework agreement complaints must be filed with The Complaints Board for Public Procurement within 6 months after the Contracting Authority has sent notification to the candidates/tenderers involved that the Contracting Authority has entered into the framework agreement if the notification included a short account of the relevant reasons for the decision.
The complainant must inform the contracting authority of the appeal in writing at the latest simultaneously with the lodge of the complaint to The Complaints Board for Public Procurement. The complainant shall state whether the complaint has been lodged in the stand-still period. If the appeal has not been lodged in the standstill period, the appellant must also state whether it is requested that the appeal is granted delaying effect.
