II.2.4) Description of the procurement:

In order to perform angle-resolved photoemission on sub-micrometer scale crystals, devices and quantum materials at the SGM4 beamline of the ASTRID2 synchrotron light source, Aarhus University wishes to buy an achromatic X-ray capillary with a point spread function of less than 2 micrometer. The capillary has to be placed at a working distance of no more than 7 mm from the sample during measurements. The capillary must be compatible with a source to sample distance of 750 mm, which is defined by the existing beamline optics.

The capillary must be compatible with ultra-high vacuum (UHV) conditions and its dimensions have to ensure that the cross-section of beam intercepted by the lens is 6.7 mm2 and that a source demagnification factor of 50 is achieved. The capillary has to be mounted in a UHV compatible holder made primarily from titanium and it should contain both a fixed and a removable beam stop that enables improvement of the point spread function.

Explanation:

After exploring the market, we are of the opinion that only one company can produce the required achromatic X-ray capillary that suits our experiments, i.e. Sigray Inc. With respect to a complete evaluation of all requirements, beam focus, achromaticity, working distance, capillary dimensions, beam stop and capillary holder, Sigray Inc. is the only company who can provide a product that meets these requirements.

Following the notification, a standstill period of 10 calendar days will be held in accordance to paragraph 3 of Act No 593 of 2 June 2016 on the Danish Act on the Complaints Board for public Procurement. This implies that the contracting authority cannot sign the contract with the winning tenderer before the standstill period has expired.
