Fehmarnbelt Fixed Link Project: Tunnel Power Supply Contract

The Fehmarnbelt Fixed Link Project is the final stage in the realisation of a straight traffic corridor between Scandinavia and continental Europe. It will be an immersed tunnel containing two dual carriageways and a twin-track railway traversing the 19 km distance across the Fehmarnbelt between Rødby on the island of Lolland in Denmark and Puttgarden on the island of Fehmarn in northern Germany. Femern A/S requires design, procurement and building/installation, testing and commissioning and maintenance of a power supply station.

This will be located at Rødby on Lolland. Energinet.dk will design and construct the connection with the grid to provide the 132 kV primary system (including switchgear, housings and bus bars) under a separate contract. The Tunnel Power Supply (TPS) contract relates to the design, construction and maintenance of the secondary system and the ancillary civil works. This should be achieved while observing Femern A/S' CSR policies.

Rødbyhavn.

Femern A/S is in the process of preparing the tender material for the Tunnel Power Supply. The contract notice is currently expected to be issued early 2021. This notice serves to:

1) create awareness about the upcoming tender; and

2) inform the market about the scope, etc. in the upcoming tender. To further advance this Femern A/S will also invite interested economic operators to an Industry Day in October 2020 (also covering the TEM Contract). Refer to section VI.3) for more information regarding the Industry Day.

In relation to the scope in the upcoming tender please refer to the link in I.3) where an outline of the expected scope is included. In addition it is relevant to highlight some aspects, in order to better allow the economic operators to prepare for the upcoming tender. In the market consultation held in Autumn 2019, it was contemplated whether or not Femern A/S should combine the TEM contract and the Tunnel Power Supply (TPS) Contract. However, Femern A/S is not working on combining the two contracts and will in a similar notice advise on the upcoming tender for the TEM contract.

In order to further facilitate the preparations of the interested economic operators Femern A/S can inform that it expects the tender to be executed as a negotiated procedure with prior call for competition with a limited number of pre-qualified participants. Femern A/S is further working based on the assumption that the maintenance period of the TPS system will have a duration of 5 years.

The estimated total value stated in section II.1.5) is an overall estimate and could be subject to adjustment prior to release of the contract notice.

(a) The construction of the fixed link across the Fehmarn Belt receives EU funding from the CEF programme underproject code 2014-EU-TM-0221-W.

(b) Femern A/S will hold an Industry Day for interested economic operators in order to present information about the TPS contract and the procurement process (and also about the TEM contract for which a similar notice will also be issued referring to the same Industry Day). Interested economic operators should apply by email to jja@femern.dk. The Industry Day is expected to be held in Copenhagen in the last week of October 2020. The deadline for applications is 1 September 2020. Participation will limited to a certain amount of persons (details are still under development). Accordingly, Femern A/S expects to limit attendance to potential bidders (joint venture leads and members). Femern A/S reserves the right to reply to the interested economic operators in order to request information about their company in order to assess such potential. Full details of the event will be sent to those who have indicated interest as soon as possible.
