The Ministry of Taxation (‘the Ministry’) considers to publish a tender for a contract concerning the delivery of cloud services, support services and consultancy services related to the cloud services and the application thereof. The Ministry expects to use the services to support various activities within the obligations of the Ministry of Taxation related to the real estate area. The cloud services shall cover both the Ministry’s development, testing, training, pre-production and production environments as well as any other environment that the Ministry may choose to establish.

On behalf of the Ministry UFST is conducting a preliminary market consultation on general, strategic and contractual topics related to the procurement of its continued use of cloud-, support- and consultancy services.

The Ministry seek the response from all economic operators on the market of cloud services, support services and consultancy services related to cloud services.

II.2.4) Description of the procurement:

The Ministry expects to use the services under the considered contract to support various activities within the obligations of the Ministry of Taxation related to the real estate area. The services shall cover both the Ministry’s development, testing, training, pre-production and production environments as well as any other environment that the Ministry may choose to establish.

One purpose for the considered contract, is to support the Implementation Center for Property Valuation (in Danish: Implementeringscenter for Ejendomsvurderinger (‘ICE’)) which has been tasked with developing and operating a property valuation system. In connection with this work, ICE needs to make use of services as specified in the considered contract. The property valuation system is one of Denmark’s most significant IT development efforts and comprise all real estate in Denmark. The usage of property valuation system is intended for the entire public via a web interface to the assessment and a large case handling organization with the customer. The property valuation system is currently in development.

Cloud services comprise the common cloud services covering all areas of IaaS, SaaS, PaaS and FaaS.

Support services include:

— access with a short notice to high competence DevOps Engineers with technology specific cloud certification including Architect, Infosec, DevOps, and Operations certifications to assist in resolving issues in usage of the cloud services. The scale of such support tasks will typically be in magnitude of some hours,

— managed services: taking responsibility for managing cloud environments accounts, including OS patching, operating access control system for developers providing access upon request for the Ministry’s staff to make releases and other changes in the development environments, operating and managing the security solution, and doing capacity management for applications and infrastructure.

Consultancy covers services delivered on request remotely or possibly on site in Denmark as agreed between the parties. The required competences would be as mentioned above for support services. The scale of such consultancy service tasks will typically be in the magnitude of weeks or months.

VI.3) Additional information:

The market consultation will be conducted as a combination of a written response by the economic operators to a questionnaire prepared by the Ministry and dialogue meetings with the participation of the Ministry and individual economic operators. The economic operator may choose to only submit the written response the questionnaire, to only participate in the dialogue meetings or to do both as deemed appropriate by the operator.

The dialogue meetings are expected to be held as virtual meetings on Microsoft Teams between September 23 and 25 September 2020. Each dialogue meeting will have duration of 1 hour. If an economic operator wishes to participate in a dialogue meeting the operator should request this by sending an email to the address provided in section I.1), with a short description of the economic operator. A maximum of six (6) operators will be invited to participate in the dialogue meetings. The selection will seek to identify a representative sample of economic operators in the relevant market. Accordingly, the respondents are selected on the basis of the description of the economic operator compared to the scope of the considered contract. The respondents selected for participation in the dialogue meetings in accordance with the criteria set out above will receive an invitation. The invitation will inform the respondent about the specific date of their dialogue meeting with the Ministry.

The questionnaire can be found on the address provided in section I.3). The questionnaire will form the overall structure of the dialogue meetings. To ensure the most efficient dialogue operators who wish to participate in the dialogue meetings are encouraged to submit a written response to the questionnaire. The dialogue meetings may provide an opportunity for elaborating on individual questions/answers. However, it is not expected that all questions will be addressed in detail at the meetings. Thus, the respondent is encouraged to provide complete answers that do not require further dialogue.

The response to the questionnaire should be in English or Danish and should be submitted to the email address provided in section I.1) no later than the 18 September 2020 12 p.m.

After completing the market dialogue, The Ministry of Taxation will draw up a report in which the proceeding of the dialogue will be summarized. The report will be published on the website referred to in section I.3).
