For the education of the electrical Energi technology students in Herning, the department want to invest in an additional education system, which supports the education on several l courses, with the focus on renewable energy.

The education system should consist of a hybrid system including, PV systems, solar radiation emulator, battery storage devices, dynamic servo-drive system, power converter system, permanent magnet generator and a small wind turbine for out-door usage, at a total power range of up to around 1-2 kW and connected to 230/400 V.

The system should be built as a transportable micro grid system, including a SCADA software to monitor, control and data collection of the system, and should be able to operate off grid as well as grid connected.

II.2.4) Description of the procurement:

As the existing education systems in Henning and Aarhus are already, build up on serval teaching system, from Lucas Nülle, the system must be compatible with the existing test bench systems from Lucas Nülle.

The parts of the new education systems should therefore be able to be combined, with the existing test bench systems we have at AU from the Company Lucas Nülle as; HVDC, wind power plant, photovoltaic systems and micro grid system, DC Mo-tors, AC motors, protection system, power converter system, etc.

The system must furthermore support the LabSoft Software and the Classroom manager as the exercises and supporting education material is based on the LabSoft Soft-ware solutions from Lucas Nülle, which support the administration of the students, exercises and test questions.

Explanation:

To support these requirements with the compatibility, to the existing testbench systems in Herning and Aarhus, as well as the compatibility of the system to the Lab-Soft Software, the existing classroom manger and the existing SCADA system, the possibility to find other potential suppliers has been objectively excluded by marked research.

Following the notification, a standstill period of 10 calendar days will be held in accordance to paragraph 3 of Act No 593 of 2 June 2016 on the Danish Act on the Complaints Board for public Procurement. This implies that the contracting authority cannot sign the Contract with the winning Tenderer before the standstill period has expired.

In case of complaints about tenders or decisions, e.g. award of contracts covered by Section II or III in the Danish Public Procurement Act must be submitted to the Complaints Board for Public Procurement (Klagenævnet for udbud) within 45 calendar days from the day after the contractor published a notice in the Official Journal on the conclusion of a contract.
