Delivery and Maintenance of a Cell Broadcasting Entity with Associated Services
According to Directive (EU) 2018/1972 of The European Parliament and of the Council, Article 110, Member States shall ensure that, when Public Warning Systems (PWS) regarding imminent or developing major emergencies and/or disasters are in place, public warnings are transmitted by providers of mobile number-based interpersonal communications services to the end-users concerned.
In order to adhere to Directive (EU) 2018/1972, DALO intend to tender a Cell Broadcasting Entity (CBE) based on the principles of EU-ALERT and ETSI TS 102.900.
DALO uses the term Cell Broadcasting Entity (CBE) to refer to the term ‘alerting gateway’ used in the BEREC Guidelines on how to assess the effectiveness of public warning systems transmitted by different means (sub section 2.2.2).
The system will consist of a CBE including
— a management system,
— a message forming and transmission system based on ITU-T X.1303 – CAP,
— a monitoring and control systems.
Danish National Police will on behalf of the Danish authorities operate the interface to the CBE, mirrored to two back up facilities. The CBE’s will be owned and maintained by DALO. The CBE(s) will communicate with relevant equipment at the Mobile Network Operators (MNO) transmitting warning messages to areas affected by the warning. This entire system may have several configurations.

DALO will use this prior information notice as a request for Information (RFI) to get an overview of the CBE market.
DALO is also looking for information on how to structure a possible future tender.
The purpose of the RFI is to understand how the best possible tender can be arranged both for DALO and the suppliers.
DALO encourages potential bidders to download, fill out and submit the request for Information (RFI) document through Ethics Sourcing Services’ Web Portal (via link in section I.3)) no later than 4 January 2021.
