II.1.1)</span>Title:

Amplified Femtosecond Laser System

Reference number: 2021-0228965
II.1.2) Main CPV code
38000000 Laboratory, optical and precision equipments (excl. glasses)
II.1.3) Type of contract
Supplies
II.1.4) Short description:

Aarhus University wants to buy am amplified femtosecond laser system and optical parametric amplifier for research purposes. The system will be used to investigate optical anisotropy and non-linear spectroscopy of quantum materials. Specifically we aim to study these properties out of equilibrium on a femtosecond timescale.

II.1.6) Information about lots
This contract is divided into lots: no
II.1.7) Total value of the procurement (excluding VAT)
Value excluding VAT: 266 000.00 EUR
II.2) Description
II.2.2) Additional CPV code(s)
33000000 Medical equipments, pharmaceuticals and personal care products
II.2.3) Place of performance
NUTS code: DK Danmark
NUTS code: DK042 Østjylland
Main site or place of performance:

Aarhus.

II.2.4) Description of the procurement:

Non-linear spectroscopy is a powerful tool for studying phase transition in solids, but it is often a weak process. While signal strength grows non-linearly with the laser intensity quantum materials can only withstand moderate intensities before the light induces changes in their structure. To compensate for low levels of photons per pulse, higher repetition rates can be used to improve statistics (more pulses per second). However, the repetition rate must also be slow enough that the system can recover between pulses.

Therefore we seek a femtosecond laser system that can

— operate at 10 kHz repetition rate for the optimal compromise between signal to noise and recovery time with a pulse energy >0.7 mJ;

— all components of the amplifier (Pump, cavity and oscillator) must be housed in a single box and the stretcher/compressor and amplifier modules must be temperature controlled to ensure long-term stability;

— the central wavelength of the laser should be at 800 nm and part of the output should drive an optical parametric amplifier tunable in the NIR region (1 160-2 600 nm);

— cooling of Ti: sapphire crystal should be via thermal electric cooling to ensure stable operation.

Section IV: Procedure

IV.1) Description
IV.1.1) Type of procedure
Negotiated procedure without prior publication
  • The works, supplies or services can be provided only by a particular economic operator for the following reason:
    • absence of competition for technical reasons
Explanation:

We have conducted extensive examination of the market and found that SpectraPhysics is only company that can provide a ‘one box’ solution that works at 10 kHz operation. Other competitors with a single box solution are either limited in repetition rate (Coherent Astella, 5 kHz), or require cryogenic cooling (KM labs), or require a multi-box setup that compromises stability (Coherent Legend).

IV.1.3) Information about framework agreement
IV.1.8) Information about the Government Procurement Agreement (GPA)
The procurement is covered by the Government Procurement Agreement: yes
IV.2) Administrative information

Section V: Award of contract/concession

V.2) Award of contract/concession

Following the notification, a standstill period of 10 calendar days will be held in accordance to paragraph 3 of Act No 593 of 2 June 2016 on the Danish Act on the Complaints Board for public Procurement. This implies that the contracting authority cannot sign the contract with the winning tenderer before the standstill period has expired.

In case of complaints about tenders or decisions, e.g. award of contracts covered by Section II or III in the Danish Public Procurement Act must be submitted to the Complaints Board for Public Procurement (Klagenævnet for udbud) within 45 calendar days from the day after the contractor published a notice in the Official Journal on the conclusion of a contract. At the latest concurrently with submission of an appeal to the Complaints Board for Public Procurement, the complainant must inform the contracting authority of the alleged infringement, and whether the appeal is to be referred to the board.
