II.1) Scope of the procurement
II.1.1) Title:

Gap-filer Maritime Surveillance Radar Installations

II.1.4) Short description:

Danish Armed forces must at all times maintain a system for maritime surface surveillance.

For this purpose, the Danish Defence has established a coastal radar surveillance system.

As a number of windmill projects are being implemented at sea it is necessary to supplement the coastal radar surveillance system with a number of ‘gap-filler’ radars to compensate for the influence from the windmills.

It is expected that several windmill installations at sea will have a need of a gap-filler solution.

The gap-filler radars must be able to detect the same objects as the radars in the coastal radar surveillance system, but the gap-filler radars must also be able to operate under the conditions offered by the windmill installations at sea.

As many of the windmill installations will have different conditions due to their location at sea, the solution must be flexible enough to support the future needs of the different individual windmill projects.

II.2.4) Description of the procurement:

DALO intends to use the equipment to compensate for the negative influence that the current and future windmill projects will have on the coastal radar surveillance system. This means that after an agreement is established, the agreement will be used individually for each windmill project.

System description

The overall sub-systems to be procured and supported under the agreement will be:

• a shelter to host the necessary technical installations;

• a radar antenna mount;

• the radar antenna;

• the radar equipment (i.e. transceiver/receiver);

• power connections (between radar antenna and shelter as well as a connection to the windmill power access point);

• data connection between the shelter and the windmill data access point. The data connection must support both transmissions of radar data, logistics data, and other functions as security;

• Interfaces to the maritime surveillance systems, logistics systems and other systems as security systems.

Supplementary delivery

• fittings to adjust to the actual windmill projects conditions;

• spare parts for repair.

DALO has published a Request for Information (RFI) via the ethics website (link in section I.3) Communication) to clarify who can be potential suppliers.

At the same time the RFI gives the potential suppliers the possibility to provide comments to the drafted requirements specification provided.

DALO encourages relevant companies to respond to the published RFI no later than 28 May 2021, 14.00.
