II.1) Scope of the procurement

II.1.4) Short description:

Region Zealand is currently in the preparation phase for a tender regarding the acquisition of a standard multidisciplinary laboratory information management system also addressed in the Region as ‘Multilab’ (hereinafter referred to as ‘System’) which is amongst other functionalities to replace the current two laboratory information and management systems for microbiology and clinical chemistry. The system will provide a common multidisciplinary platform for the Region to manage laboratory requisitions across medical laboratory disciplines. The system is also to integrate to the current LIMS of pathology and immunology, to share data and functionality regarding receiving and sending orders and results, but the current LIMS of these two laboratory disciplines are not expected to be fully replaced by the system in the near future (This short description is continued in section VI.3).

II.2.4) Description of the procurement:

This is to inform interested vendors of the opportunity to participate in dialogue meetings.

Due to a time perspective, Region Zealand reserves the right only to invite a limited number of participants, if the dialogue meetings should be relevant due to a high number of positive responses. Therefore, Region Zealand will kindly ask you to submit a written request according to the guidelines in the attachment invitation in EU Supply in which the detailed procedure of the dialogue meetings and the process for submitting a request to participate are described.

The confirmation shall be submitted through EU supply. Region Zealand will hereafter revert with further information.

Potential vendors are also informed that aside from the selected, draft documents mentioned above, no further information regarding the tender material, documents, conditions or the tender procedure is available prior to the publication of the contract notice.

Region Zealand emphasizes that this notice is not a call for pre-qualification applications and participation in the discussions will not be required for pre-qualification in the coming call for tenders. Furthermore, it should be stressed that replies given during the period of discussion will not in any way be part of any later assessment and participation in the dialogue will not be required for participation in a future tender. The purpose of this request for information is solely to give Region Zealand wide background knowledge about the opportunities and challenges in the market.

As part of the preparation, Region Zealand would like to gather information from the market by conducting a market dialogue through bilateral dialogue meetings expected to start with the first round of bilateral dialogue meetings in week 36-37, 2021 and continuing with the second round of bilateral meetings expected in the fall of 2022 (dates are not planned at the current moment).

The four other Danish regions expect to participate in the market dialogue.
