Road enforcement systems
As part of the preparation for a coming tender within Road enforcement systems, S&B would like to invite potential contractors/candidates to a market dialogue (technical dialogue). The purpose is to gathering information and engage in a dialogue on how to best structure the tender to ensure a good fit between S&B technical needs and operational wishes to the solutions a contractor(s) can deliver.

S&B would like a dialogue with suppliers with experience of delivering and maintaining intelligent transport systems for Tolling vehicle enforcement purposes to capture, identify and classify road vehicles including record validation and list-based data processing. The roadside solutions of interest are fixed-point, mobile and portable enforcement systems to be used as part of compliance enforcement of a new tolling scheme in Denmark.
Thus, S&B has prepared a number of themes for the dialogue:
1. Roadside enforcement equipment systems including back-office (fixed-point + mobile/portable)
2. Data handling and record processing
3. Vehicle list handling
4. Integration to S&B central back-office
5. Performance measurement and KPIs
6. System test and evaluation
The dialogues will be held as individual meetings approximately two hours on Microsoft Teams. A link for the meeting will be provided by Sund & Bælt.
All candidates who wish to participate in the dialogue should reply via EU Supply.
The application should be in Danish or English and should contain information on the following:
- Name and National registration number of the candidate company
- Contact person, e-mail and phone
- List of references
The list of references should preferably include:
- The recipients of service (specific names/countries are preferred, but need not necessarily be included).
- Short description of the solution delivered by the candidate including date of the delivery.
- Short description of the operation/maintenance by the candidate including period of delivery.
- Role(s) of any subcontractor(s) used.
- Total contract Price.
The request for participation in the dialogue must be sent via EU Supply no later than 13th of October 2021 at 10:00 CET. Requests for participation in the dialogue received after that date will not be considered.
Candidates who are invited to the dialogue will receive a formal invitation.
Meetings will be held during weeks 45-46.
The meetings will be in English - unless all the participants are Danish, then the meetings may be in Danish.
All shared material should however be in English. Prior to the meeting all candidates will receive additional material in English (tolling scheme blueprint description and dialogue questions).
S&B reserves the right to limit the number of participants. The selection of candidates will be done by Sund & Bælt based on the most relevant references, see section II.1.4) above.
Minimum requirements
Candidates who wish to participate in the dialogue must demonstrate experience with as a minimum one similar delivery within the past 5 years (reference list).
A ‘similar delivery’ is to be understood as a delivery of system(s) similar to the description cf.
II.1.4), detailed in points 1. – 6. above. The candidate may rely on the technical capacity of other entities (e.g. a parent or sister company or a subcontractor) regardless of the legal relationship between the applicant and the entities on which the applicant relies.
S&B will announce the decision on who will be invited to the dialogue no later than the 14th of October.
Candidates that are not invited to the dialogue will receive the same material as the participants that are invited; the tolling scheme blueprint description and dialogue topics. Candidates are welcome to give their comments on the material and agenda in writing to Charlotte Yun Linde cyl@sbf.dk preferably before 8th of November 2021.
S&B reserve the right to continue the dialogue with potential contracts (markets actors) before, during and after the market dialogues in an in-formal manner.

Section VI: Complementary information
The purpose of this prior information notice is solely to inform interested contractors of the existence of the tender and of the possibility to participate in the above-mentioned dialogue. The notice is not a call for prequalification applications, and participation in the discussions will not be required for pre-qualification in the coming call for tenders.
The Candidates shall bear all costs associated with the preparation and participation in this dialogue.

Participation in the dialogue may only take place by electronic means via the electronic tendering system used by Sund & Bælt. For access to the documents, the candidate must be registered or register as a user.
If the application contains several versions of the same document, the latest uploaded version will apply.

All communication in connection with the dialogue, including questions and answers, must take place through the electronic tendering system.
