Market Dialogue regarding Transition Handler

II.1.4) Short description:

The purpose of the market dialogue is to support “Udviklings- og Forenklingsstyrelsen” (hereafter UFST) and the EUTK programme in the preparation for the upcoming tender or development of a Transition Handler (TH).

The Transition Handler is a module which is required in the transition period from “Legacy” to ”To Be” systems regarding Export and Transit. The purpose of the Transition Handler is to ensure a smooth transition from the “Legacy” Export and Transit systems to the ”To Be” Export and Transit systems avoiding a “Big Bang” transition.

The purpose of this dialogue is to gain insight into what products and services are currently available on the market and how the desired functionalities can be enabled through the suppliers proposed solutions.

II.2.4) Description of the procurement:

The Transition Handler is a module which is required in the transition period from “Legacy” to ”To Be” systems regarding Export and Transit.

The Danish Transition Handler will be in operation from the first trader starts using one of the new systems until the transition ends on December 1st 2023. Since each Member State and the additional countries that are part of the Transit environment has their own implementation of both “Legacy” and ”To Be” systems the Transition Handler needs to have a local implementation adjusted to this in each country. EU has however created what could be made of common modules like the ieCA which up- or downgrades messages between “Legacy” and ”To Be” formats.
