Fourier transform infrared (FTIR) sensor
Department of Agroecology intends to purchase a Fourier transform infrared (FTIR) sensor operating in the mid infrared range (8000-340 cm-1). FTIR analysis will be used to develop a standardized method for measuring microplastic in the soil, gain insight and understanding of soil quality and soil biodiversity which are of a great relevance in several research projects. Moreover, the intention is to develop an FTIR spectral library of Danish soils. This library has to be compatible with the USDA library to enable easy data sharing and generation of robust calibration models for a wide range of soil properties. It will supply qualitative and quantitative data for many projects and a possibility of developing multi-sensor approach (fusion with other already available spectral techniques in the department like near infrared spectroscopy) for accurate soil properties estimation and mapping.
The system needs to be versatile and enables measurements of different types of samples like solids, and liquids. Thus, it requires a transmission and diffuse reflectance measurement modes. It needs to be equipped with an autosampler accessory with multiple sampling wells of variable sizes necessary to provide automated, representative, and timely measurements. Easy expansion of capabilities by including other accessories like IR microscopy in case of extended future research activities is another must. The system needs to be equipped with a reference polymer spectral library critical for the first phase of the project dedicated to microplastic analysis.
More specifically the system needs to meet the following requirements:
-FTIR spectrometer covering the range of 8000-340 cm-1
-High wavenumber accuracy, better than 0.01 cm-1
-High wavenumber precision, better than 0.0005 cm-1
-High signal to noise ratio better than 60 000:1 for 1 min (peak to peak)
-A HTS-XT accessory including liquid N2 cooled detector for reflection measurements and a RT detector for transmission measurements
-The unit must be able to handle standard 96 and 384 well plates
- Must include plates for both reflection measurements of soil samples as well as plates for transmission measurements of liquids

Even though several FTIR sensors are available on the market there is only one that meets all our requirements listed above to assure the quality and versatility of our research. It is the INVENIO-S FTIR manufactured by Bruker. Moreover, as indicated by the Global Soil Laboratory Network and the work of soil spectroscopy group there is a need to standardize spectral laboratory measurements to ensure compatibility and data sharing across laboratories. To comply with a global soil spectral library which is currently under construction, and to avoid problems associated with different instrumentation and what follows additional work on the calibration transfer procedures we have to use the same sensor for the development of our database. The global spectral library is developed on a Bruker Vertex-70, HTS-XT which is no longer available for purchasing. However, the INVENIO-S FTIR model is 100% compatible with it.

Following the notification, a standstill period of 10 calendar days will be held in accordance to paragraph 3 of Act No. 593 of 2 June 2016 on the Danish Act on the Complaints Board for public Procurement. This implies that the Contracting Authority cannot sign the Contract with the winning Tenderer before the standstill period has expired.
In case of complaints about tenders or decisions, e.g. award of contracts covered by Section II or III in the Danish Public Procurement Act must be submitted to the Complaints Board for Public Procurement (Klagenævnet for udbud) within 45 calendar days from the day after the contractor published a notice in the Official Journal on the conclusion of a contract. At the latest concurrently with submission of an appeal to the Complaints Board for Public Procurement, the complainant must inform the Contracting Authority of the alleged infringement, and whether the appeal is to be referred to the board.
