Aarhus University wants to buy a Respirometer system to test biodegradation behavior of different type of plastics that are used for food packaging applications The aim of the research is to determine aerobic or anaerobic biodegradability of solid packaging samples under controlled environments.

To achieve a green bioeconomy with a fully circular system and carbon neutrality, biodegradable packaging films have gained considerable attention and only limited number of them has been successfully commercialized for various applications such as in food and medical packaging. Prior to the widespread applications of biodegradable plastics, it is important to evaluate and understand the mechanisms involved and the microorganisms that are associated with biodegradation.

For fundamental understanding we require a robust automatic system where automatic calculation of CO2 production, O2 consumption, and biodegradation percentage are carried out by using a sophisticated software. Respirometer systems must have a a multi-channel system that matches standard and offers easy and economical solution for measuring biodegradability of bioplastic and plastic products. The system should require low maintenance and offer know-how for precise aeration control and humidifying function. The software should offer on-line graphical presentation of measuring result and remote operation with Internet access.

ECHO Instruments is the only commercial supplier on the market at the moment that can deliver a robust automatic system Respirometer with the sufficiently high level of thermal stability and sensor accuracy, but also fulfilling all critical parameters listed below:

1. Flow control must be provided by mass flow control (MFC).

2. IR gas sensors have to be detectors for CO2 and CH4.

3. It has to be equipped by a temperature chamber.

4. Sophisticated software with automatic calculation of CO2 production and O2 consumption + biodegradation percentage/

5. Vessels for solid samples must have at least 2.5 litre.

6. It has to comply with ASTM standard D 5338 - Biodegradability of plastics in solid medium

7. Supplier should have a good service network in Europe.

Following the notification, a standstill period of 10 calendar days will be held in accordance to paragraph 3 of Act No. 593 of 2 June 2016 on the Danish Act on the Complaints Board for public Procurement. This implies that the Contracting Authority cannot sign the Contract with the winning Tenderer before the standstill period has expired.

In case of complaints about tenders or decisions, e.g. award of contracts covered by Section II or III in the Danish Public Procurement Act must be submitted to the Complaints Board for Public Procurement (Klagenævnet for Udbud) within 45 calendar days from the day after the contractor published a notice in the Official Journal on the conclusion of a contract.
