Desorption Electrospray Ionization Mass Spectrometry Imaging - 2022-0377989
The Department of Forensic Medicine at Aarhus University wishes to procure a desorption electrospray ionization mass spectrometer (DESI-MS) for imaging and chemical surface analysis of forensic traces directly on objects larger than the size of common microscope glass slides. The instrument will be used for research aimed at developing methods that can be implemented as a service to the department’s customers.
II.2.4) Description of the procurement:
Three techniques are commonly applied for mass spectrometry imaging of forensic samples: secondary ion mass spectrometry (SIMS), matrix-assisted laser desorption ionization mass spectrometry (MALDI-MS) and desorption electrospray ionization mass spectrometry (DESI-MS). However, SIMS is inadequate for chemical analysis of our compounds of interest due to the inherent hard ionization of the technique, while MALDI-MS is limited to samples the size of common microscope glass slides (typically 25x75x1 mm). Conclusively, DESI-MS is the only technique available that allows imaging and chemical surface analysis of forensically relevant compounds directly on objects larger than microscope glass slides.
List of requirements for DESI-MS instrument:
1) The highest possible spatial resolution of the DESI source must be <50 µm.
2) The DESI source must be equipped with a heated ion inlet.
3) The DESI source must be supplied with a solvent pump capable of maintaining a continuous pulse-free flow adjustable between 0.2 – 20 µL/min.
4) The mass spectrometer must be equipped with a quadrupole time-of-flight (QTof) mass analyser.
5) The mass spectrometer must be equipped with a collision cell for MS/MS measurements.
6) The mass resolution of the mass spectrometer must be at least 30,000 FWHM.
7) The mass accuracy of the mass spectrometer must be <3 ppm.

We have examined the market for DESI-MS instruments to the best of our ability and found that the only company that supplies such instruments is Waters Corp. as they currently hold the exclusive rights to the DESI technology. In addition, we find that the Waters’ DESI-XS Xevo G2-XS QTof with Waters’ ACQ M-Class microBSM solvent pump fulfil our requirements (cf. II.2.4). Therefore, it is our intention to enter a purchase agreement for one unit of this system from Waters Corp.

Following the notification, a standstill period of 10 calendar days will be held in accordance to paragraph 3 of Act No. 593 of 2 June 2016 on the Danish Act on the Complaints Board for public Procurement. This implies that the Contracting Authority cannot sign the Contract with the winning Tenderer before the standstill period has expired.
In case of complaints about tenders or decisions, e.g. award of contracts covered by Section II or III in the Danish Public Procurement Act must be submitted to the Complaints Board for Public Procurement (Klagenævnet for Udbud) within 45 calendar days from the day after the contractor published a notice in the Official Journal on the conclusion of a contract. At the latest concurrently with submission of an appeal to the Complaints Board for Public Procurement, the complaint must inform the Contracting Authority of the alleged infringement, and whether the appeal is to be referred to the board.
