The requested system is a variable-temperature scanning system suitable for scanning nitrogen-vacancy magnetometry operating in a cryostat with a superconducting magnet.
The requested system is a variable-temperature scanning system suitable for scanning nitrogen-vacancy magnetometry operating in a cryostat with a superconducting magnet.
The system is composed of 1) a low-vibration dry cryostat with variable temperature control in the range of at least 10K-300K, 2) a magnet to apply magnetic fields to the sample and tip and 3) a com-bined scanning atomic force and confocal microscopy setup suitable for scanning NV magnetometry.
The system should feature low vibrational levels, stable temperature and magnetic fields, large sam-ple space, electrical contacts to the sample and powerful AFM-like scanning with large scan ranges.
The contract is expected to have a total value of EUR 750.000, excl. options.
Primary selection
Selection of Candidates will be based on an overall assessment of the references, which the Candi-dates have provided.
Candidates with the best and most relevant references in relation to the specific agreement, will be se-lected.
DTU will among other things give weight to the following parameters, when assessing the relevance of the references:
- Description of the capabilities of the scanning setup (the closer to high-quality atomically re-solved SPM and highly sensitive NV magnetometry at cryogenic temperatures, the better)
- Contract value for the reference (the higher contract value, the better reference)
- Age of reference (the newer the reference, the better)
Secondary selection
If the content of the references cannot separate the Candidates, the selection of Candidates will be based on net turnover.
Candidates with the highest net turnover will be selected.
The Tenderer should give a price on every price position in Appendix 2 – Prices. If possible, giving a price on options, cf. C15/C17 in Appendix 1 – Technical Specifications should be done, but it is not a requirement.
Only prices on option, cf. C15/C17 in Appendix 1 – Technical specifications will be included in the price evaluation. Option, cf. C16 in Appendix 1 – Technical specifications is not included in the price evaluation.
Section III: Legal, economic, financial and technical information
If the content of the references cannot separate the Candidates, the selection of Candidates will be based on net turnover.
Candidates with the highest net turnover will be selected.
For the last 3 audited financial years, as a minimum the Tenderer must on average have had a:
- Net turnover of EUR 500.000.

As a minimum the Tenderer must provide 2 references for comparable agreements.
The Tenderer is encouraged to provide up to 5 references for comparable agreements.
Comparable agreements mean agreements with a value of at least EUR 250.000 concerning a dry cry-ostat with scanning inset suited for NV magnetometry or other high-quality scanning services such as scanning probe microscopy capable of resolving individual atoms or single-unit cell height differ-ences.
The agreement, to which the reference refers, should not be more than 4 years old. The date is calculated from the last signature on the agreement referred to.
The Candidate/Tenderer should give the following information for each reference:
- Name of the contracting party
- Time of execution, including if the task has been completed
- Description of the capabilities of the scanning setup
- Short description of the delivery and comparability to this procurement
- Contract value
The Candidate/Tenderer should attach references for comparable contracts in a separate document called Appendix E – References. Each reference should be maximum 1 A4-pages. If the Candi-date/Tenderer attaches more than 5 references, DTU will only consider the first 5 references.

Complaint regarding prequalification:
Complaint regarding prequalification must be submitted no later than 20 calendar days after notification has been sent to the concerned Candidates informing them who has been selected, if the notification includes the grounds for the decision, cf. lov om Klagenævnet for Udbud (Complaints Board for Tenders) § 7, Section 1.
Complaint regarding award of contract:
Complaint regarding the award of a contract must be submitted no later than 45 calendar days from the date after the Contracting Authority has published a notice in the European Union Official Journal informing that the Contracting Authority has awarded/concluded a contract, cf. lov om Klagenævnet for Udbud (Complaints Board for Tenders) § 7, Section 2, no. 1.
