Aarhus University wants to buy a 3-spectrum (near-, mid- and far- infrared) IR Spectroscopy Instrument coupled to the microscopy with a hyphenation with a thermogravimetric analyzer in order to investigate the chemical composition of the food products or packaging materials, and to detect the material defects, and functional groups in gas-phase

II.2.4) Description of the procurement:

For the fundamental understanding and approach to a variety of food products in liquid and solid form, and packaging systems, an IR spectroscopy with label free and non-destructive chemical imaging method is needed. IR spectroscopy must have a hyphenation feature, because of its ability to detect functional groups in gas-phase as a result of decomposition and release of volatile materials and/or gaseous components from the heated sample in TGA. This will allow greater understanding of the processes seen in the TGA. The instrument must fulfill the critical parameters below:

Spectroscopy:

- It has to have a hot spot stabilized source.

- The macro-ATR accessory fitted in Spectrum 3 has to have an automatic on-screen pressure read-out and the value of the pressure is saved in the spectral files.

Microscope part of Spectroscopy:

- It has to have a linear array consisting of a 16 element detector in a line.

- Its minimum pixel size has to be 1.56 μ.

- It has to collect spectral images over at least 500μ by 500μ area.

- It has to be fitted with a permanently mounted automatic Germanium micro-ATR objective. Removable and “Slide-On” ATR‟s is not acceptable due to risk of loss and damage.

- Switch between Visible and IR modes must be achieved with zero mechanical movement.

Hyphenation system (interface) of Spectroscopy:

- The heated gas cell has to have a zero gravity effect technology to avoid heavy-boiling contaminants.

- It has to consist of a heated transfer-line and a control unit with a mass flow controlled vacuum system (AN ACTIVE SYSTEM) to obtain a balanced flow in the system.

- It has to be fitted with an automatic trigger to start the sample run

PerkinElmer is the only commercial supplier that can deliver a fully functional 3-spectrum IR spectroscopy coupled to Imaging system with a hyphenation feature fulfilling all the necessary requirements for our research.

Following the notification, a standstill period of 10 calendar days will be held in accordance to paragraph 3 of Act No. 593 of 2 June 2016 on the Danish Act on the Complaints Board for public Procurement. This implies that the Contracting Authority cannot sign the Contract with the winning Tenderer before the standstill period has expired.

In case of complaints about tenders or decisions, e.g. award of contracts covered by Section II or III in the Danish Public Procurement Act must be submitted to the Complaints Board for Public Procurement (Klagenævnet for Udbud) within 45 calendar days from the day after the contractor published a notice in the Official Journal on the conclusion of a contract.
