The contract regards upgrade of the Royal Danish Air Force F-16 simulator to the current aircraft configuration, including possible future upgrades and sustainment of the simulator for the remaining lifetime of the Danish F-16 fleet.
The purpose of the contract is to ensure that the simulator maintains an adequate training quality which requires a sufficient alignment with the actual aircraft configuration. The simulator currently runs aircraft software version M5, which was delivered by L-3 Communications in 2012. The aircraft software has since been updated and new sensor and weapons capabilities have been introduced. As such, the divergence between the configuration of the F-16 aircraft and the F-16 simulator has increased, resulting in decreased training value of the simulator. The value of the simulator, and thus the profitability of the upgrade (versus the pilots training solely in the actual aircrafts, which is more expensive), is therefore dependent on the simulator being upgraded asap, and no later than within a 20 month timeframe.
L-3 Communications holds the IP-rights to the current version of the simulator. Therefore, L-3 Communications is the only undertaking that is capable of performing the upgrade(s), and sustainment of the F-16 simulator.
Therefore DALO plans to enter into a contract with L-3 Communications if the objective is technically and financially feasible.

Precise information on deadline(s) for lodging appeals The contracting authority intends to enter into a contract with the in section V.3) mentioned supplier no earlier than 10 days after the day that this notice has been published in the Official Journal of the European Union, cf. Danish act no. 492 of 12.5.2010, art 4.1 (2) with subsequent amendments. Complaints must be made within the deadlines stipulated in the Danish act no. 492 of 12.5.2010, art 7 (3) with subsequent amendments. The complainant must inform the contracting authority of the appeal in writing at the latest simultaneously with the lodge of the complaint to The Complaint Board for Public Procurement.
