II.2.4) Description of the procurement:

DTU wishes to update its existing RTDS Simulation System Hardware to RTDS Novacor hardware.

The digital power systems simulator is used for simulations of electric power grids and electric power equipment. The simulations can be hardware-in-the-loop simulations where simulations supervise and control real electric power equipment. Pure software solutions do not suffice for hard-ware-in-the-loop tests.

The upgrade is intended to enable simulations of larger power systems and to enable more simultaneous simulations. The intention is that the size of the power systems or the number of simulations should be doubled or tripled with the upgrade.

The upgrade will consist of an upgrade of 10 existing RTDS chassis in 5 cubicles to 8 RTDS Novacor chassis in 4 midsize Novacor cubicles.

The 10 existing chassis contains in total 55 processor electronic cards to be upgraded and 4 data communication cards to be upgraded. Other cards should be reused.

The existing chassis 1, 2, 3, 4, and 5 contain 30 processor cards eligible for upgrade and 4 data communication cards eligible for upgrade.

The existing chassis 6, 7, 8, 9, and 10 contain 25 processor cards eligible for upgrade. The chassis contain no data communication cards.

Other electronic cards not eligible for upgrade are transferred to the new cubicles or chassis.

Some synchronization electronic cards are added so that each cubicle contains a synchronization card.

Necessary data communication chassis are added for housing the data communication cards.

The Purchase will be split in two, where the first part is delivered in 2022 for evaluation and the second part in 2023, where the existing unit will be taken out of service. This is to ensure we can run smaller simulations during the commissioning and training period.

IV.1) Description
IV.1.1) Type of procedure
Negotiated procedure without prior publication
  • The works, supplies or services can be provided only by a particular economic operator for the following reason:
    • absence of competition for technical reasons
Explanation:

There are only a few manufacturers or suppliers of digital power systems simulators with hardware-in-the-loop test capabilities.

The different simulators use different technologies and are not interoperable in the sense that a simulation developed for a specific manufacturer's system cannot run on another manufacturer's simulator.

Thus, only equipment from RTDS Technologies Inc. can run existing DTU power systems simulations.

A change of supplier would require replacement of all existing equipment.

A change will also require redevelopment of simulation cases in research projects (e.g., the “SO-SPO project, Innovationsfonden, J.Nr. ENMI 11-116794” and the “SCAPP project, EUDP 64018-002, ForskEL-project 2014-1-12196”) and reused in other research and laboratory projects (e.g., the project “Digital Energy Lab, Green Labs DK, J.Nr. 1518-0062”). New research projects and laboratory projects will have to add time and costs to develop simulations instead of reusing existing simulations. A change will require retraining of research, teaching, and technical staff operating the simulator.

A change will require rework of offered courses (e.g., DTU course 31745 “Real-Time Digital Simulation and Test of Power Systems”).

The total costs, financially and time- and research-wise, of replacement, redevelopment, retraining, and rework implied by a change to an alternative supplier is followingly exorbitant and unrealistic.

It is not possible to procure the equipment fulfilling all DTU's requirement from any other source than this one supplier
