MARKET DIALOGUE - Imeter, Smart metering system, Innovation challenge project
Aarhus Vand (AAV) is preparing a tender for an agreement concerning smart metering on the drinking water system, including a two-year innovation challenge project, delivery of smart meters on the drinking water system and a period of operation.
Prior to launching the tender, AAV is conducting a dialogue phase with the aim of obtaining the market's immediate input in relation to the basic conditions of the tender documents. This notice is regarding the market dialogue.

This call for market dialogue concerns a tender regarding an agreement concerning smart metering on the drinking water system. This including a two-year innovation challenge project, delivery of smart meters and a period of operation.
In the tender the consortium is to offer a Basic package (consisting of meters, communication and data transmission, hosting services, data interface and support agreement), which meets the requirements stated in the tender document "Requirements specifications". On the basis of the Basic package the consortium together with Aarhus Vand must innovate, develop, design, test and implement a sustainable (environmental and economic) smart meter solution of the future on the drinking water system. This in the two-year innovation challenge project.
In the innovation challenge project, it is the intention to deploy and test the developed new smart meter solution in one of Aarhus Vand's districts of operation (DO SOUTH). Therefore, in the innovation challenge project, the consortium must work together with Aarhus Vand to innovate, develop and design the new smart meter solution
for the drinking water system and to deliver the developed solution for installation in one of Aarhus Vands districts of operation (DO SOUTH) and make necessary network and a hosted software platform available in the following operational period with support for the hardware and the software platform.
However, the aim of the innovation challenge project in the agreement is to develop a solution which in the long term, may be implemented in the entire supply area of Aarhus Vand (consisting of DO South, DO Central and DO North). Consequently, if Aarhus Vand decides to implement the developed solution in whole or in part in
Aarhus Vands two other districts of operation (DO Central and DO North), the consortium is also obligated to deliver the developed smart meter solution to the entire supply area of Aarhus Vand (consisting of DO South, DO Central and DO North) and operate and support the installed solution in the period of operation.
It is noted that the term "consortium" is used to designate the supplier and consultant, or team of consultants, that will be included in this agreement. The designation aims to express that the supplier and consultant(s) are expected to possess the range and professional depth of skills that are required to contribute to, through innovative solutions, realising tomorrow’s smart metering system. Thus, the designation does not express a requirement or expectation for a specific legal structure.

Any questions and/or remarks in regard to the tender documents must be uploaded to iBinder in the folder ‘Remarks to the tender documents’ no later than 9 December 2022.
In connection with the market dialogue, Aarhus Vand also wishes to conduct market dialogue meetings with interested potential tenderers. The market dialogue meetings will be held on 7 and 9 December 2022.
Aarhus Vand intends to invite 3 companies to the market dialogue meetings and there will also be an opportunity for interested potential tenderers to request a market dialogue meeting.
It is desired to implement in total five 1½-2-hour market dialogue meetings with interested potential tenderers.
To be considered for a market dialogue meeting with Aarhus Vand, you must send a reasoned request by email to client consultant Renée Friis Schmidt, rfsc@cowi.com , no later than 21 November 2022, stating which topics in the tender material you want to discuss.
In this connection, it is stated that Aarhus Vand will also have requests for which topics are to be discussed.
If the meeting is to be conducted via TEAMS, please indicate this in the application. It is emphasized that the purpose of the talks is for Aarhus Vand to gather opinions and statements from the market in relation to specific elements of the tender documents, rather than a conversation about the applicant's business.
If you are selected to participate in a market dialogue meeting with Aarhus Vand on 7 and 9 December 2022, you will be notified — no later than on 25 November 2022 — of the date and time of the meeting.
