II.1.4) Short description:

Aarhus University is in the process of procuring a new student information system.

Aarhus University will conduct a second round of market dialogue in the following months. Aarhus University's tender material is ready for publication but is awaiting the approval of the relevant Danish authorities. Whilst Aarhus University awaits necessary approvals, the tender material will be published in the tender portal Ethics, and a second round of market dialogue will be conducted consisting of a “tender material hearing” where suppliers have the opportunity to comment on the tender material and/or submit suggestions for improvements before the formal tender process is initiated.

The procedure for participating in the tender material hearing is described below in Sections II.2.4) and VI.3) and in the Market Dialogue Invitation which is available together with the tender material.

II.2.4) Description of the procurement:

Aarhus University encourages all interested suppliers to register via the tender portal ETHICS, address in I.3), and download the tender material, consisting of the Agreement with Appendixes. Suppliers are requested to submit their comments to the tender material in writing via ETHICS. Aarhus University welcomes all comments to the tender material including suggestions for improvements, any potential deal breakers or comments related to cost drivers and risk factors. The deadline for submission of comments to the tender material is 2 January 2023 at 12:00 CET. AU reserves the right to hold virtual meetings with suppliers who have participated in the market dialogue. The information shared by a supplier in the market dialogue regarding the tender material hearing will not have any impact on the following tender process, and no evaluation or other assessment of the supplier or the supplier’s software product will be made in this market dialogue phase. Furthermore, Aarhus University will do its best efforts to process and accommodate for all relevant feedback received in the market dialogue.

The tender material is ready for publication, and it is not expected that there will be significant changes to the material. This means that the suppliers can be expected to start preparing their offer now. There will only be made changes to the material if, as part of the market dialogue, requests for changes are made which AU believe should lead to an update of the tender material.

Aarhus University will not disclose any information received during the market dialogue with any of the other suppliers without the relevant supplier’s consent, and any submitted comments/suggestions in this hearing process will be kept confidential. Aarhus University encourages an open dialogue.

Please note that the estimated date of publication of contract notice in Section II.3) below is tentative given that AU is awaiting the approval of the relevant Danish authorities.

The contracting authority will use the procurement system Ethics, cf. address in section I.3) during the market dialogue, and all relevant material and communication will be available on the website.

Interested parties can register on the website www.ethics.dk (available in English) and will receive an admission with username and password. Please be aware that it is necessary to install Adobe Reader (version 11.0.7 or newer) or Adobe Acrobat (version 6.0 or newer) as well as a program compatible with docx-files in order to access the procurement system and read the material. If any questions or issues arise regarding how to participate in the market dialogue, the Suppliers are welcome to reach out to the contact person listed above. If any technical problems occur during the use of the procurement system, the interested parties are also welcomed to make an enquiry to Ethics Support: at telephone number +45 7022 7007 (during the daytime hours (08:30 - 16:30)). If a technical problem is assumed to affect all parties, information will be published on the procurement website. The language used during the market dialogue is English.

Additional information about the market dialogue can be found at the address provided in section I.3.). Suppliers will not receive any fee or compensation for participating in the market dialogue, however the suppliers’ contributions in the market dialogue are highly valued by AU.
