This notice is about Technical dialogue / market survey.
The Danish Defence Acquisition and Logistic Organization (hereinafter referred to DALO) plans to invite tenders for framework agreements regarding purchase of End User Devices (EUD's) to use for the dismounted soldiers. There will be a need for at least 2-3 different types, all of which must be able to communicate via a radio Network of Harris RF-7800S and RF-7800V. The smallest EUD must use the operating system Android to execute Defence Command and Control System (Edge) from the Company Systematic. This/these EUD's must be worn on the forearm, in pocket or fordable pocket on the chest.
A slightly larger EUD with the Windows operating system must also communicate with the radio Network by a RNDIS driver and run the Command and Control system Frontline from the Company Systematic. This EUD must worn in a doldable pocket on the chest. All EUD's must be hardy and resistant to major climate changes. The defence wants, in addition to cable connection to the radio the possibility to connect additional sensors via external ports. Built in GPS will be preferably. The EUD will not have to use 3G, 4G or Bluetooth. WiFi could be an option for updating software and data under controlled conditions.
The supplier of the above EUD's must also deliver bags and belts adapted to the Danish uniform system. The final number of End User Devices, have yet to be determined, but an estimate will be approximately 500-600 small devices with Android system and 100-200 bigger devices with Windows system. As part of the preparation of the tender DALO would like to invite potential Contractors to discussions (technical dialogue).
DALO is conducting the technical dialogue / market survey via Mercell Sourcing Services, and questions can be submitted via the communications ‘tab’ in Mercell.
DALO emphasizes that it will not influence your participation in a possible future tender on the EUD to DALO, should you decline to participate or only partly fill out the questionnaire.

As part of the preparation of the tender, DALO would like to invite potential Contractors to discussion (technical dialogue) for the purpose of gathering information to be used for the preparation of the tender documents and the structure of the tender. Thus, DALO has prepared a number of questions that potential Contractors are encouraged to answer.
The questions to the procedure and to the questionnaire can be submitted via the communications ‘tab’ in Mercell no later than 22.3.2016 at 13:00 local (Danish) time. The questionnaire in Mercell shall be answered (in English or in Danish) no later than 11.4.2016. The answers will — if deemed relevant by DALO — provide basis for further dialogue with the answerer.
The Purpose of this periodic indicative notice is solely to inform interested Contractors of the existence of the tender and of the possibility to participate in the above-mentioned discussions.
The notice is not a call for pre-qualification applications, and participation in the discussions will not be required for pre-qualification in the coming call for tenders.
