Triple stage quadrupole mass spectrometer
The Department of Biological and Chemical Engineering at Aarhus University wish to purchase an ThermoFisher TSQ Fortis™ Plus triple stage quadrupole mass spectrometer to analyze micropollutants including PFAS (per- and polyfluoroalkyl substances) in water samples. The instrument will be used to increase our data and knowledge on the PFAS degradation reactions in our developed treatment methods. A key aspect is introducing the possibility of analyzing PFAS and fluoride ions derived from PFAS degradation in the same software platform.
The “forever chemical” per- and polyfluoroalkyl substances (PFAS) are widely found in everyday consumer products including carpets, textiles, firefighter foams, cookware, and other goods. Exposure to PFAS can lead to various adverse health effects, such as low infant birth weight, thyroid hormone disruption, impairment on the immune system, and even cancers. Therefore, there is an urgent need to develop technologies that can break down the perpetual chemicals in a green, sustainable way.
The analysis of PFAS by ThermoFisher UHPLC-MS/MS (TSQ Fortis™ Plus triple stage quadrupole mass spectrometer) is crucial to evaluate and verify the effectiveness of the developed degradation methods. Specifically, the ThermoFisher TSQ Fortis™ Plus triple stage quadrupole mass spectrometer can fulfill all the critical parameters listed below:
1) The UHPLC-MS/MS must be both hardware compatible and software compatible with Dionex Aquion IC system to provide key data for PFAS degradation reactions.
2) The UHPLC-MS/MS must be operatable in the same software platform of Chromeleon that measures and analyzes fluoride ions derived from PFAS degradation.
3) The UHPLC-MS/MS must have extremely short polarity switching time of 5 ms or lower, allowing more versatile measurements such that it is possible to measure more PFAS compounds simultaneously.
4) The UHPLC-MS/MS must have a broader mass range of 2-3000.
5) The UHPLC-MS/MS must have the resolution of 0.4 FWHM (full width at half maximum) or below.
6) Free Cloud service must be provided such that we will get access of 19.000 curated selected reaction monitoring (SRM) transition for direct inserting into new of existing instrument methods.

A few suppliers on the market offer UHPLC-MS/MS that can analyze micropollutants like PFAS from water samples, however the only instrument that is both hardware compatible and software compatible with our existing Aquion IC system is the ThermoFisher Scientific UHPLC-MS/MS (TSQ Fortis™ Plus triple stage quadrupole mass spectrometer). In addition, ThermoFisher is the only commercial supplier that can deliver several unique features specified above. Therefore, the combination of these described requirements is fulfilled exclusively by one supplier.

Following the notification, a standstill period of 10 calendar days will be held in accordance to paragraph 3 of Act No. 593 of 2 June 2016 on the Danish Act on the Complaints Board for public Procurement. This implies that the Contracting Authority cannot sign the Contract with the winning Tenderer before the standstill period has expired.
In case of complaints about tenders or decisions, e.g. award of contracts covered by Section II or III in the Danish Public Procurement Act must be submitted to the Complaints Board for Public Procurement (Klagenævnet for Udbud) within 45 calendar days from the day after the contractor published a notice in the Official Journal on the conclusion of a contract. At the latest concurrently with submission of an appeal to the Complaints Board for Public Procurement, the complainant must inform the Contracting Authority of the alleged infringement, and whether the appeal is to be referred to the board.
