Acquisition of a Wirebonder to Center for Quantum Devices.
A wire bonder is used to make interconnects between an integrated circuit and its packaging. It is the final, critical step before testing 1 of our solid state devices. Currently, wire bonding is performed using a manual wire bonder which is slow, unreliable and requires significant operator skill. We therefore intend to purchase an automatic wire bonder to greatly simplify this process.

According to the Directive 2014/24/EU of the European Parliament and of the Council, Article 32. 2, point b, the University of Copenhagen believes that this tool from F&S Bondtec is a modern desktop automatic wire bonder that fills the niche between a manual wire bonder and large scale fully automated production tools. It offers the flexibility of our current manual tool while at the same time being far easier to use, giving more consistent results and allowing the possibility of bonding substantially more complicated deviced.
The closest comparable products are form Questar and Westbond, however, these tools are not considered viable alternatives.
The Questar tool uses refurbished parts from a discontinued tool. The supply of spare parts may therefore limit the possibility of repair in the near future.
The Westbond tool uses an obsolete operating system (Windows XP) and similarly may have compatibility issues in the near future.

A complaint against the contracting entity who, in accordance with the Directive 2014/24/EU of the European Parliament and of the Council, Article 32, has decided to award a contract without prior publication of a contract notice in the Official Journal of the European Union must, in accordance with the Danish act on enforcement of procurement rules, etc. § 7, para. 3, be filed to the Danish Public procurement Appeal Board within 30 calendar days from the day following the day on which a contract notice is published in the Official Journal of the European Union.
The Danish act on enforcement of procurement rules, etc. defines in § 2, para. 2, point 1, a standstill period of 10 calendar days from the day after the date on which the voluntary ex ante transparency notice is published in the Official Journal of the European Union.
Latest at the same time as a complaint is lodged to the Danish Public procurement Appeal Board, the appellant shall in writing inform the contracting entity about the lodging of a complaint to the Danish Public procurement Appeal Board, and whether the complaint has been submitted in the stand still period. In cases where the complaint is not submitted in the stand still period, the appellant must specify any suspensive effect of the complaint according to The Danish act on enforcement of procurement rules § 12, Para. 1.
