Ultrasound scanner
Purchase of an ultrasound scanner.

Purchase of a preclinical ultrasound scanner to study voice production and heart function from very small animal models (zebra fish, songbirds mice) to human. This machine has the following requirements from our research targets:
1. Fast scan times >400 Hz and preferably 800 Hz frame rate to time-resolve vocal fold motion at
100 Hz
2. synchronizable with existing equipment present at the University of Southern Denmark (sound
and electrophysiology recording)
3. High resolution of 30 micron needs an ultrahigh frequency ultrasound probes: up to 70 kHz to
image zebrafish, finch and mouse heart
4. Different probes connected at the same time
5. Photoacoustic capable
6. Mobility: needs to be able to move between rooms

This machine is to our best knowledge the only machine on the market fulfilling all above targets.
- It can scan at frame rates up to 800 Hz.
- Is one of few machines that can be synchronized with external data-acquisition systems through the VADA module.
- This machine is the only machine on the market that can work with probdes ranging from 1 to 71 MHz and can achieve a resolution of 30 µm.
- Allows connecting of three ultrasound probes simultaneously
- Only ultra high frequency ultrasound machine that can be built out with a photoacoustics module
- Unit is mobile and can be carted around

After a wide search it is to our knowlede the only machine on the market that complies to all of the above specification.
Section IV: Procedure
- The procurement falls outside the scope of application of the directive
Public Procurement Act Section 80, litra 3 and 4 - Only one supplier: The ultrasound scanner can only be supplied by FUJIFILM VisualSonics Inc. because it is the only known commercial supplier of a system with similar specifications. There is an objective and proportionate reason for the establishment of specifications which result in there being only one supplier. The possibility that there are other potential suppliers who could deliver the same has been objectively excluded by market consultations.

Pursuant to the Danish Act on Complaints Board for Public Procurement (act no. 492 of 12.5.2010 with subsequent amendments - available at www.retsinformation.dk), the following time limits for filing a complaint apply: Complaints regarding a candidate not being prequalified must be filed with The Complaints Board for Public Procurement within 20 calendar days starting the day after the contracting authority has sent notification to the candidates involved, cf. § 171 (2) of the Danish Act on Public Procurement (act no. 1564 of 15.12.2015 - available at www.retsinformation.dk) of § 7 (1) of the Danish Act on The Complaints Board for Public Procurement, provided that the notification includes a short account of the relevant reasons for the decision. Other complaints must be filed with the Complaints Board for Public Procurement within 1) 45 calendar days after the contracting authority has published a contract award notice in the Official Journal of the European Unition (with effect from the day following the publication date). 2) 30 calendar days starting the day after the contracting authority has informed the tenderers in question, that the contracting authority has entered into a contract based on a framework agreement through reopening of competition or a dynamic purchasing system, provided that the notification includes a short account of the relevant reasons for the decision. 3) 6 months starting the day after the contracting authority has sent notification to the candidates/tenderers involved that the contracting authority has entered into the framework agreement, cf. § 2 (2) or § 171 (4) of the Act on Public Procurement, provided that the notification included a short account of the relevant reasons for the decision. 4) 20 calendar days starting the day after the contracting authority has published a notice concerning his decision to uphold the contract, cf. § 185 (2) of the Act on Public Procurement. The complainant must inform the contracting authority of the complaint in writing at the latest simultaneously with the lodge of the complaint to The Complaints Board for Public Procurement stating whether the complaint has been lodged in the stand-still period, cf. § 6 (4) of the Act on The Complaints Board for Public Procurement. If the complaint has not been lodged in the stand-still period, the complainant must also state whether it is requested that the appeal is granted delaying effect, cf. § 12 (1) of the said Act.
