II.1.4) Short description:

Energinet hereby invites potential suppliers to a market dialogue regarding Energinet's forthcoming tender concerning WAN network.

Energinet wishes to obtain a stronger knowledge about the potential suppliers, technical, service and procedural possibilities. Energinet expects to initiate a tender process during 2024.

Energinet estimates that the tender may be covered by the forthcoming legislative amendment to the Danish Investment Screening Act, according to which suppliers from Denmark, the EU and EFTA in the field of energy in the future will be covered by the Investment Screening Act’s requirements, according to which a written authorization must be obtained from the Competition and Consumer Authority, cf. the Investment Screening Act and that the written authorization from the Competition and Consumer Authority is a prerequisite for awarding the contract to the winning supplier.

II.2.4) Description of the procurement:

The background for this invitation to Market dialogue is that Energinet's existing WAN network within some years will have End-of-Life. Furthermore, the existing WAN network is expected not having sufficient capacity in terms of providing bandwidth for new systems/applications, or changes to existing systems that require large data bandwidth.

During this Market dialogue Energinet wishes to obtain a stronger knowledge about the potential suppliers, technical, service, and procedural possibilities. Energinet expects to initiate a tender process during 2024.

More specific Energinet wants to discuss possible WAN solutions for power utilities and substations, including but not limited to, related network services, management system, cyber security features, scalability and design and integration services.

Suppliers who are interested in participating in Energinet’s market dialogue about WAN: Products, services & support are asked to answer/describe the bullets listed below. The descriptions should not be longer than 10 A4-pages. The description should be submitted through EU-Supply no later than 14.04.2023.

• Please describe your position to and your options/possibilities regarding NATO clearing

• Please describe your experience with similar deliveries in the energy sector, including types of services and/or products and related support if any

• Please share reference list and any other relevant information on similar services carried out within the last 3 years

• Please describe how and where your support organization is managed from, including your operating model and number of FTE’s

• Please describe whether your company is ISO27001 certified or whether another best practice is used

• Please describe whether your company is working with IEC62443 or similar best practices

• Please describe your economic and financial standing in regards of especially equity and equity ratio as input to Energinet’s assessment of which requirements should be contained in the tender material.

Energinet withholds the right to choose the participants based on the submitted description that Energinet considers got the right competencies and technical ability to perform the contract.

The market dialogue will take place as onsite meetings at Energinet in Erritsø, DK-7000 Fredericia, Denmark. The meetings will have a duration for up to 7 hours, where it is expected that the supplier will present its solution in relation to the topics above and ensure that time is set aside for dialogue. Specific agenda and time for the meeting will be sent to the suppliers before the meetings. The meetings will take place during the period 24.04.2023 and 19.05.2023.
