The Danish Defence Acquisition and Logistics Organization (hereinafter referred to as DALO) plans to invite tenders for a Framework Agreement regarding acquisition of Unmanned Ground Vehicles (UGVs), and is therefore looking for information on how to structure a possible future tender. The purpose of this request for information (RFI) is to understand how the best possible tender can be arranged both for DALO and the suppliers according to the EC regulation. It should be stressed that this notice is not a call for tenders and participation in the discussions will not be required for later prequalification.
By a UGV, DALO understands a system which consists of a moving platform with one or multiple sensors, a control station and slave monitors and the possibility to share the feed with other participants in existing tactical networks or via other means of wireless communication.
DALO envisions some of the following characteristics of the product:
A small unit with a total weight less than 4 kilos that can withstand to be thrown and dropped, and can perform reconnaissance within short distances. It shall be portable by one dismounted soldier.
The UGV will be used both outdoor and in buildings and shall have a Line Of Sight (LOS) radius outdoor of minimum 75 meters and indoor of no less than 25 meters. The sensors must in daylight and darkness (IR or thermal) identify personnel, equipment, vehicles and weapons at a distance of up to 50 meters from the sensor. The UGV shall be able to operate continuously for at least 45 minutes and shall be able to retransmit video and audio to 3rd party equipment. It shall be able to be operated in normal weather conditions and in climate, where Danish forces are likely to operate.
As part of the preparation DALO would like to invite potential contractors to a discussion for the purpose of gathering information to be used for the preparation of future tender documents. The discussions are currently expected to take place in the period from the date of dispatch of this notice until April/May 2016.
DALO is conducting the discussions/market survey via Mercell Sourcing Services ( http://permalink.mercell.com/57714176.aspx), however, based on the information obtained from the RFI, DALO plans to host meetings with participants cf. see section VI.2.

The potential contractors are expected to be operators within the market for UGVs.
For the discussions DALO has prepared a Request for Information questionnaire where the potential contractors are asked to give their opinion on commercial and technical matters. DALO would like to strongly encourage potential contractors to obtain the questionnaire via Mercell Sourcing Services, see also Annex A.l, and return it in filled out form — preferably in English and no later than the 19.4.2016.
This prior information notice is to inform interested contractors of the possibility to participate in the abovementioned discussions. Potential contractors are kindly made aware, that aside from the Request for Information mentioned above, no further information regarding the tender material, documents, conditions or the tender procedure is available prior to the publication of the contract notice.
Questions to the procedure can be submitted via the communications ‘tab’ in Mercell.
DALO plans to arrange subsequent technical dialogue meetings with participants in order to gain further insight into the information obtained from the RFI questionnaire. Due to a time perspective DALO reserves the right only to invite a limited number of participants. If selection for technical dialogue meetings should be relevant due to a high number of positive responses, DALO will do this by looking at Military references from prior deliveries, specification on the proposed UGV-product and number of years the potential contractor has been providing/selling this. DALO will therefore kindly ask you to submit a written confirmation no later than the 11.4.2016 at 11:00 if you wish to participate in such a meeting together with a short description of the abovementioned information. The confirmation shall be submitted through the communication ‘tab’ in Mercell. DALO will hereafter return with further information. Meetings will be held at the premises of DALO, cf. section I.1.
DALO emphasizes that this notice is not a call for pre-qualification applications, and participation in the discussions will not be required for prequalification in the coming call for tenders. It should furthermore be stressed that replies given during the period of discussion will not in any way be part of any later assessment.
The purpose of this request for information (RFI) is solely to give DALO wide background knowledge about the possibilities and challenges in the market.
