The Department for Language and Communication at The University of Southern Denmark is having a research project on The Ecology of Psychotherapy (hereinafter EPICLE project). The EPICLE project focuses at the conversation between patient and therapist in a psychotherapeutic treatment, which is more than words exchanged between two people. The meeting is also an interplay of physical mechanisms, emotions and cognition. All these factors influence whether a treatment is going well or bad. The EPICLE project wishes to find how much chemistry between a patient and a therapist in a psychotherapeutic treatment means for a successful treatment, and which linguistic, emotional and physical mechanisms, that creates the good chemistry between the patient and the therapist.

The research team intends to acquire an integrated monitoring system that allows for data collection and analysis. The research project requires two such Data Collection and analysis systems.

The Enforcement Act (Håndhævelsesloven) § 7 provides the following time limit for the Company to file a complaint to ‘Klagenævnet for Udbud’ regarding EU-procurements, which the Contracting Authority relies on:

2) (If not included by Article 1) before 45 calendar days to ‘Klagenævnet for Udbud’ after the Contracting Authority has published a Contract award notice to The European Union Times. The deadline is calculated from the day, the Contract award notice has been published.

The above mentioned time limit also apply for complaints to the Danish Courts, that the rules mentioned in The Enforcement Act (Håndhævelsesloven) § 1, art. 2, nr. 1 and 2 are broken, and that the plaintiff haven't hand in a complaint to ‘Klagenævnet for Udbud’.

The ‘Konkurrence- og Forbrugerstyrelse’ complaint about the above mentioned decisions must be hand in to The ‘Klagenævnet for Udbud’, within 2 years after the Contracting Authority has publicised a Contract award notice to The European Union Times. The deadline is calculated from the day, the Contract award notice has been published.
