Research Fluorometer
The Department of Biological and Chemical Engineering at Aarhus University wishes to purchase a custom-made research fluorometer to determine the electro- and photoemission of inorganic, organic and inorganic-organic hybrid materials for various applications related to energy conversion and savings.
Research problem: Inorganic nanoparticles can serve as efficient light conversion phosphors in solid state lighting as well as solar energy conversion. Inorganic-organic hybrid as well as organic materials can be used in the next generation of solid state lighting. For the development of all applications a precise materials’ characterization of the light emission under light- and electro-excitation are important. For that reason, we need a fluorometer that can satisfy the following needs: it has to allow measuring of photo- as well as electroluminescence of materials in the range of 290-1700 nm with a maximum of two detectors and no spectral gap. For photoexcitation the excitation power must be tunable. It must be possible to measure with time-resolution in the range 290-1700 nm, measurement of lifetimes from the picosecond to the second range with no gap in the detectable time range. It must be possible to measure the electroluminescence as well as photoluminescence quantum efficiencies with the same system. It must be possible to determine quantum yields with visible excitation in the near-infrared. It must be possible to measure in MCS (multi-channel scaler) as well as in TCSPC mode. It must be possible to carry out temperature-dependent measurements in the range from 77K to 500K. It must be possible to measure single crystals, powders, liquids, thin films – under ambient as well as protective atmosphere.

amsTECHNOLOGIES representing as the representative of EdingburghInstruments is the only commercial supplier that can deliver an instrument in the specified, customized configuration meeting the needs and specifications such as being able to measure gap-less excited state lifetimes from the picosecond to second lifetime. They are also the only vendor that offers the possibility to measure temperature dependent quantum yields down to cryogenic temperatures. The possibility that there are other potential suppliers who could deliver the same has been objectively excluded by market consultations.

Following the notification, a standstill period of 10 calendar days will be held in accordance to paragraph 3 of Act No. 593 of 2 June 2016 on the Danish Act on the Complaints Board for public Procurement. This implies that the Contracting Authority cannot sign the Contract with the winning Tenderer before the standstill period has expired.
In case of complaints about tenders or decisions, e.g. award of contracts covered by Section II or III in the Danish Public Procurement Act must be submitted to the Complaints Board for Public Procurement (Klagenævnet for Udbud) within 45 calendar days from the day after the contractor published a notice in the Official Journal on the conclusion of a contract. At the latest concurrently with submission of an appeal to the Complaints Board for Public Procurement, the complainant must inform the Contracting Authority of the alleged infringement, and whether the appeal is to be referred to the board.
