Market Dialogue for an API Platform
The IT and Development Agency of the Danish Ministry of Taxation hereby invites companies to a market dialogue concerning the purchase of a system to support a Developer Portal with full lifecycle API Management. The Agency develops and maintains many APIs that must be accessible both by the Agency's own employees, by external developers who work on behalf of the Agency, and by employees of third parties who want access to publicly available data via an API. In addition to this, there is a need to search and find API documentation, as well as to test API access. Note that intended users will not necessarily share the same requirements or have equal access to all APIs.
For this, a commercial product is sought to support the described usage. A market dialogue is desired to clarify the availability of products and the capabilities offered by these products.
Frederiksberg
The Agency is looking for a solution for handling APIs offered by the Agency. The solution must, among other things, offer the following:
• Overview of registered APIs, a brief description of these, which data they provide access to and how they are accessed.
• Ability to support internal developers, external developers working on behalf of the Agency, as well as third-party developers. Support for developers can e.g., consist of technical descriptions, instructions, templates, test facilities, etc. Users of the solution will not necessarily share the same options or have access to the same APIs.
• Ways to update APIs and documentation. If possible, these updates should be downloaded/synchronized automatically with the development pipelines.
• API gateway that can forward calls to appropriate APIs.
• Advanced search functionality to find relevant APIs and their documentation.
• For security reasons, a candidate solution should be able to run on-premises, at least partially.
• Support for a relatively complex security domain in which users may not only have different access rights but also where parts of the implemented solution will not even be accessible outside the Agency while others will be.
• The possibility to synchronize information (e.g., partial API descriptions) with other systems within the Danish Ministry of Taxation to display the information on other platforms.
• Content Management System for the Developer Portal.
The solution must as a minimum satisfy the use cases already identified:
• Internal API developers must be able to add new APIs to the solution, maintain API registrations and documentation, and remove obsolete APIs.
• External developers may perform most of the same tasks as the internal develops, although not necessarily on all available APIs.
• Third party developers need to access certain APIs and find documentation about these. They should not be able to retrieve information about APIs not intended for their use.
• Stakeholders, both internal and external, should be able to find non-technical descriptions of APIs they may have an interest in, provided they are allowed to see them.
Although it is not considered paramount it would be beneficial if a potential solution would offer the following:
• Agreement management in where API consumers and providers have made agreements on not only the API usage but also on the parts of data being available to a given consumer through the API.
• Monetarization management for APIs not available free-of-charge.
• Throttling to manage and limit access to APIs for some of the API consumers.
Companies wishing to participate in the market dialogue are asked to send an e-mail to Lauge Bruun at Lauge.Bruun@ufst.dk covering the following information:
• Name of product/products believed to meet the described requirements.
• Brief description of the solution.
• Additional material describing the product/products, possibly a link to a website with further descriptions.
• Support options, both during the implementation phase and in case of a possible extended use afterwards.
• References to other implementations of the product/products.
• Intended price frame and model.
• Contact Information.
The email should be sent to the Agency no later than Friday 29 September 2023 at 12:00. Potential participants are hereafter invited to dialogue meetings, which are planned to be held before the end of October 2023. The dialogue meetings will be held on the Agency’s premises, Osvald Helmuths Vej 4, 2000 Frederiksberg, or via Microsoft Teams. The market dialogue will be in Danish and/or English. Materials sent to the Agency may also be in both Danish and English.
The Agency reserves the right to reject potential participants if it is not deemed that their solution is suitable to meet the requirements, or if the number of potential participants exceeds 10. Participation in this dialogue is not a requirement for participation in a possible future tender.
