II.1.4) Short description:

The Agency for Digitisation tenders development, operation and maintenance of the digital identity and signature solution in Denmark for business users.

The solution will be used by public authorities as well as public and private companies and organizations. The solution must support issuing secure identities for employees who can act and digitally sign on behalf of a public authority, company or an organization. Additionally the solution is to support user administration.

The solution must include system integration functionalities that ensure adaptation and integration in the surrounding system landscape.

II.2.4) Description of the procurement:

The solution is expected to consist of the following parts:

— Identification and authentication for business use, including managing the lifecycle of identities and their credentials.

— Advanced electronic signature in order to support secure handling of electronic signing of documents/data.

— Client functionality to handle end-user functionality and use for log-in and signing.

— Certification Authority functionality in order to support the Public Key Infrastructure (PKI) in the solution.

— System integration functionality to ensure that all of the above functionalities can be customized and integrated into the surrounding system landscape.

The main element of development is expected to be integration with existing components in the market. In addition to this, it is expected that an integration to the future national digital identification and signature solution for Citizens must be developed.

With this prior information notice, potential dialogue parties are encouraged to request participation in the market dialogue for the described solution.

The dialogue meetings are scheduled in the period Sept./Oct. 2016.

Potential dialogue parties are requested to register their interest by sending an email to ndis@digst.dk by 15.8.2016 along with a brief description of experience with projects of similar nature within either the public, financial or similar sectors, as well as contact information to a reference person on the customer side.

If a large number of participation requests is received, reservations are made to reduce the number of dialogue parties in the market dialogue. As a starting point the dialogue will be held in Danish. English can be offered upon request.

Meetings can be arranged to be held on the same day as the market dialogue for the identity and signing solution for citizens.
