The Danish Defence Acquisition and Logistics Organization (hereinafter referred to as DALO) is currently in the planning stage regarding a possible future procurement of sensor systems that can be mounted on dogs, and is looking for information about the possibilities within this market. DALO is therefore conducting a market survey and has prepared a Request for Information (RFI) questionnaire where potential contractors are asked to give their opinion on commercial and technical matters. It should be stressed that this notice is not a call for tenders. The purpose of this request for information is solely to obtain information about the market in order to understand how a possible procurement process best possible can be arranged both for DALO and the suppliers according to EC regulation.

II.2.4) Description of the procurement:

DALO envisions some of the following characteristics of a system:

A dog mounted sensor system should include camera(s) and microphone(s) and be able to transmit wireless to a dog-handler. It should be possible to distribute real time video streams, both in daylight and at night, to other monitors as a part of the system or as a separate function. The system should furthermore be able to be mounted on a MOLLE vest fitted on a dog.

A system could also include other types of dog mounted sensor capacities. This could for instance be loudspeakers, NBC sensors or sensors that can be released after being transported by the dog to the relevant place.

In relation to the dog mounted sensor system, DALO also seeks information about the possibilities within electronic guidance systems to support the communication between a dog handler and a dog. By electronic guidance system DALO understands a system which allows a dog handler to control or communicate with the dog when it is off the leash.

It should be stressed that replies provided in the questionnaire will not in any way be part of any later assessment.

If you are not a licensee of Mercell Denmark A/S, please fill out a registration of your company. This registration is free of charge.

DALO would strongly encourage potential contractors to obtain the questionnaire via Mercell and return it in filled out form — in English or Danish no later than 15.8.2016.

Questions to the procedure can be submitted via the communications ‘tab’ in Mercell.

DALO does currently not plan to arrange subsequent technical dialogue meetings with participants but does however reserve the right to do so if further inside into the information obtained from the RFI questionnaire is deemed desirable. In this case, DALO reserves the right to only to invite a limited number of participants.
