II.1.4) Short description:

Danish Defence Acquisition and Logistics Organization (DALO) have the intention to tender for a Secure Voice Communications system (Secure VCS). To make sure the tender reflects the possibilities in the market DALO kindly request information with this RFI from the market. DALO are interested in having contact with companies supplying Secure VCS with a Ground-To-Air RED / BLACK separation built in the system.

Companies able to supply Secure VCS and Ground-To-Ground systems are requested to forward marketing material including some in-depth technical information of the system to DALO.

Companies are requested to send the information by e-mail to fmi-id-slu02@mil.dk no later than 25.10.2016.

This Prior information notice is a Request For Information (RFI). This notice is NOT a tender.

II.2.4) Description of the procurement:

The scope of the tender is to replace the existing Secure VCS for the Danish Defence with a system that covers likely future mission requirements of the Danish Navy and Airforce.

The Secure VCS shall have a Red/Black separation with a certified EAL level.

The Secure VCS, to handle VHF/UHF radio communication and phone Communications, shall support Command and Control of air operations including communication to and from military air crafts with and without classified information, Air Traffic Control, military co-ordination i relation to civilian air crafts, Search and Rescue operations and communication to and from ships. The Navy system is not secure at present.

DALO would like to stress that this is NOT a tender but a Request For Information. As a part of the RFI DALO might arrange for technical dialogue meetings with companies that could be of interest.

In this case DALO will invite relevant companies for a dialogue.

II.2.14) Additional information

The system, as well as the producer, shall be able to be security and system approved by Danish Defence Intelligence Service and The Danish Transport and Construction Agency.

The present Secure VCS are facing future obsolescence issues and technical limitations on specific components. By replacing the current Secure VCS Danish Defence intents to have a system that supports future missions.
