Tender on IT outsourcing (as further described in II.1.4).
The upcoming tender is a 2nd generation outsourcing of DSB's IT infrastructure. DSB is looking to re-tender the IT operations and support services, which are delivered by NNIT today, to 1 or more suppliers under a new contractual framework. The overall purpose is to ensure continued high stability on DSB's IT platforms, improve end user experience and satisfaction, obtain an operational cost level at market competitive prices, and implement a simplified platform that allows for speed in delivery of IT projects and improved transparency.
DSB has decided to re-tender the IT infrastructure in three separate contracts/RfP's:
— Contract 1: Data Center, SAP and Network.
— Contract 2: Service Desk and End User Computing Services.
— Contract 3: Service Integration and Management (SIAM), which will also include integration towards other parts of DSB's IT infrastructure.
By use of the qualification system TransQ DSB is looking to tender IT operations and support services. The purpose of this PIN is to inform the market on the categories of qualification considered necessary by DSB.
For contract 1, which is related to Data Center, SAP and Network, DSB wish to pre-qualify only the operators registered at the TransQ categories 8.11.1, 8.11.3, 8.11.5, 8.11.12, 8.11.13 and 8.11.99.
For contract 2, which is related to Service Desk and End User Computing Services, DSB wish to pre-qualify only the operators registered at the TransQ categories 8.11.1, 8.11.2, 8.11.3, 8.11.5, 8.11.7, 8.11.9, 8.11.12 and 8.11.99.
For contract 3, which is related to Service Integration And Management, DSB wish to pre-qualify only the operators registered at the TransQ categories 8.11.12, 8.11.13 and 8.11.99.
By tendering the 3 service contracts, DSB aims to conclude outsourcing contracts with 1 or more suppliers. DSB expects to carry out pre-qualification among suppliers registered in TransQ by 11.12.2016 and to have signal contracts by July 2017 in order to have time to complete a controlled and smooth transition and transformation by no later than March 2019.

To be considered for pre-qualification, the applicant has to be registered in all TransQ categories mentioned for the relevant contract. If the application is submitted by a group of economic operators (e.g. a consortium) the name of the Group has to be registered in all categories.
DSB expects the financial minimum requirements for all 3 contracts to focus on solvency ratios, profit ratios, return on equity and yearly turnover — all related to the tendered services. DSB expects the technical minimum requirements to focus on references with similarity as the tendered services.
