Description The contract awarding contract for this procurement is the Norwegian Institute of Marine Research (HI). HI is one of the largest marine research institutes in Europe with approx. 1,100 employees. Our main activities are research, consultancy and monitoring. HI merged with the National Institute for Nutrition and Seafood Research (NIFES) 1 January 2018.Our main office is located in Bergen. We have a department in Tromsø and research stations in Matre, Austevoll and Flødevigen. In addition we have a separate shipping company that is responsible for the research vessels. These ships are our most important tools for collecting marine data. The institute also has several laboratories that analyse samples from the monitoring and research programmes. Research and advice from HI shall contribute to laying the basis for society also being able to use the large values in the sea in a sustainable way. We are a neutral knowledge provider who will make the results of our research known both nationally and internationally. Our work shall be built on integrity, creator enjoyment, interaction and respect.HI is subject to the Ministry of Industry and Fisheries, and around 40 percent of our activities are financed by the Ministry. Main features of the procedure This enquiry is for: - System for enterprise architecture, documentation, development and management of enterprise architecture. Havforskningsinstituttets IT services are currently provided from a hybrid infrastructure with a mix of cloud platforms (MS Azure), cloud based systems (SaaS) and on-prem systems. HI is a company that collects, manages and enriches significant amounts of data about marine ecosystems and works to make data collection, data management and data sharing more efficient. In this work, increased use of cloud platforms will play a central role in the coming years. HI is now establishing enterprise architecture as the professional domains to ensure that the architecture is developed in accordance with the company's strategies and action plans.  HI would like, in this connection, to procure an IT tool for documentation, development and visualisation of HA ́s enterprise architecture. The system requirements are listed in point 6.1. The requirement specifications are divided into "Må-krav" and "Evaluering krav". We expect that the requirements can be fulfilled to the greatest possible degree by purchasing a finished product (off the shelf). The extent of the contractThere is an annual cost of NOK 1,000,000 excluding VAT. The competition will be evaluated for the main contract period, which is three years and it gives an estimated framework of NOK 3,000,000 excluding VAT. A continual contract will be signed in accordance with Annex 1. OptionsWith options, the contracting authority understands additional services and/or additional items that are not initially included in the contract, but which the contracting authority can take in at a later date. The options involve no obligation for the contracting authority.HI would like to start with core functionality and thereafter expand with additional functionality as the discipline matures and expands. Some functionality shall therefore be priced as options in the tender that HI can make call-offs on during the agreement period. If the requested functionality in the options is included in the core functionality of the system, the tenderer shall answer "Option is included in the basic price". The options are in table 3 points 3.1 to 3.5 The evaluation of options in this procurement will be done together with the main service, both on quality and price.
