A LIMS specifically developed for bio-technology applications.
The intended procurement is 1) the rights to a software product including the source code and rights to develop the product further in house for use at DTU Biosustain, and 2) initial customization of the system for DTU Biosustain use.
The software product (SimphenyLab) is a combined storage and work-flow LIMS for microbial and mammalian cell factory development allowing tracking of strains/cell lines, parts, cultivations, screens, samples and all data generated in the process. The product will be used by the iLoop Translational Core Unit and CHO Core Unit in all projects.
Section IV: Procedure
- The works, supplies or services can be provided only by a particular economic operator for the following reason:
- absence of competition for technical reasons
Any other LIMS solution would require extensive development time and resources through a commercial provider to build a software that satisfies the needs of DTU Biosustain. The SimPhenyLab software product has been fully developed to support the exact same work-flow that is employed by the Core Units at DTU Biosustain and has been tested in a real world setting through years of use.
DTU Biosustain will acquire rights to SimPhenyLab software including the source code and rights for further development. This will allow DTU Biosustain to further modify and extend the software without the need to keep paying or asking permissions from a supplier. DTU Biosustain is also fully independent of the supplier, which reduces risks related to technical support by the supplier. There no other comparable products on the market whose source code can be purchased.

Complaints must be sent to the Complaints Board for Public Procurement within a certain deadline. Complaints regarding a decision on short-listing in a restricted procedure must be received in the Board within 20 days, after the contracting authority's notification of the outcome of the short-listing. Other complaints must be received by the Board within 45 days from the day after publication of the contracting authority's notice in (TED) about entering into a contract. If the subject for the tender is a framework contract, the deadline is 6 months from the day after the contracting authority's notice to the tenderers about the tenderer which the contracting authority intends to enter into contract with.
