II.1.4) Short description:

DanSeis in a seismic instruments infrastructure established as a consortium coordinated by the Geocenter Denmark and hosted at KU.

8 DanSeis instruments (marine seismometers) were lost in a past deployment. Following this, the DanSeis steering committee conducted some tests and analyses together with the Sercel, the company that originally built and sold the instruments to DanSeis. We determined what could have been the possible causes for the loss. These implied some liability on Sercel's part. As a result, they have offered to replace the 8 lost instruments (plus some accessories) at the reduced price of 4 instruments. These 8 are instruments of the same type of other 12 that DanSeis already owns. The replacement offered by Sercel will ensure that already-planned future deployments will take place with no interruptions.

Section IV: Procedure

IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition in the Official Journal of the European Union in the cases listed below
  • The procurement falls outside the scope of application of the directive
Explanation:

The DanSeis infrastructure originally purchased 20 MicrOBS seismometers from Sercel. Replacing the 8 units that have been lost with instruments built by a different company would mean having to change other equipment (e.g., transducer, software and possibly hardware) required and used in connection with the MicrOBS. It would also imply establishing different procedures for maintenance of the instruments, with possibly additional costs associated with training of technical staff.

In addition, using instruments built by a different company could result in non-homogeneous data acquired with the different instruments.

Furthermore, using 2 different types of marine seismic instrument in the same experiments would require additional lab space onboard the ship, which is typically limited to begin with.

Lastly, having a pool of different types of instruments often means being not being able to get bulk discounts when purchasing consumables (in this specific case, anchors for the marine instruments).
