Description
:
Vestfold county needs a new contract for a case and service desk system that commenced in August 2025. The delivery shall be delivered as a software as a service (SaaS). We would like a new system in operation in September 2025, with a gradual phasing-in for the different sectors in the county. The system shall be used by Digital Services to support all internal processes, ITIL processes and enquiries from final users. Important processes and functions that ought to be covered by the system (the list is not exhaustive). • Incident process (events, errors, equipment orders, etc.) • Problem process • Change process • Fixture management • Handling student PCs The system shall also support other sectors in the organisation in their case handling, both by internal case handling and enquiries from the county's inhabitants. Integrations with existing systems and/or tools that are currently used will be an important factor in the procurement. Particularly within: •Integration with M365 Microsoft Entra ID Microsoft Intune •Microsoft Teams •Microsoft Outllook The tenderer has a cooperation agreement with Telemark county municipality. Some joint procurements are made through this and we operate parts of the IT infrastructure jointly. The two counties are two independent legal entities. We would like Telemark County to have an option to join the contract and sign a separate contract with the tenderer on the same terms that Vestfold county will get through the contract. The abidance deadline will apply to both counties, but the start-up of the contract and implementation at Telemark county shall be moved to after Vestfold county has been implemented, starting for Telemark at the latest In January 2026.

This procurement will be carried out in accordance with the Act from 17 June 2016 no. 73 on public procurements (LOA) and the regulation 12 August 2016 no. 974 on public procurements (FOA). The procurement was carried out as a negotiated procedure after a prior notice in accordance with PPR parts I and III. This procedure allowed all interested suppliers to submit a request for participation in the competition. Only those tenderers who were qualified and then invited by the contracting authority could submit a tender.
