Administrative Management of Denmark's Peace and Stabilisation Response (FSB).

The Peace and Stabilisation Response/PSR (Freds- og Stabiliseringsberedskabet/FSB) was established by the Danish Government in 1995 as the International Humanitarian Service/IHB.The overall objective of the PSR is to contribute to the efforts made either by governments or by the international community in the field of preventive diplomacy and conflict resolution in order to enhance peace and stability. The PSR is responsible for deploying experts and qualified personnel to the civilian component of peace and stabilisation interventions and to humanitarian, conflict preventing and peacekeeping missions in hotspots around the world. The PSR is thereby aimed at promoting Denmark's overall foreign policy objectives as well as priorities related to fragile states, development assistance and humanitarian aid. The PSR is a voluntary stand-by roster with a database that includes about 420 experts with a broad variety of educational and professional profiles (hereafter PSR experts), including judges, prosecutors, prison staff, SSR experts, academics, civil servants and journalists etc. They are normally fully employed elsewhere, but have made themselves available to be deployed on short notice for PSR assignments. Since April 2008, the administrative management of the PSR has been outsourced to a private company. The contract will be for an initial 36 months with the option for a second phase of 24 months. The day-to-day administration includes recruitment of approximately 30 new PSR experts a year, as well as maintaining the stand-by roster and the database to facilitate efficient identification and deployment of personnel. The service provider will also have to handle all the practical arrangements related to deployments of approximately 150 PSR experts annually, including contracts, facilitating security clearances, organising briefings, vaccination, transportation, insurance, etc. Of the approximately 150 deployed experts, 40-50 are long-term secondments to EU or UN missions or headquarters. The Service provider will have to maintain contact with the MFA's Department of Stabilisation and Security Policy and relevant ‘country desks’ regarding upcoming deployments and other relevant activities. The MFA is responsible for the political aspects of the PSR. This includes evaluating and prioritising incoming requests for Danish experts and defining the overall objectives and strategic direction of the PSR. In many cases, deployments take place in close cooperation with the EU, OSCE, UN, the Danish National Police, the Danish Defence Forces or the Danish Emergency Management Agency. The MFA responds to requests from the EU, UN, the Organization for security and Co-operation in Europe (OSCE) and other organisations for experts to international assignments. The duration of assignments vary from a few days and up to 2 years. The Service Provider will be asked to organise some of the required training activities for PSR experts and, together with the MFA, develop new activities according to needs. This is expected to correspond to approximately 50 person days per year. PSR experts are required to complete two mandatory courses prior to postings: A PSR introduction course arranged by the Service Provider and a HEAT (Hostile Environment Awareness Training) security course. The latter is run by the Danish Emergency Awareness Agency. Additional thematic training or workshops may be developed in cooperation with the MFA in order to ensure continued competence development of the PSR and its experts. In addition, the Service Provider will also be responsible for a quarterly newsletter (‘FSB Nyt’) regarding the activities of the PSR and assist with other external communication regarding the PSR, including maintaining relevant online information on the PSR. The overall coordination role concerning the ‘FSB Nyt’ is not included in the on-going contract, which is about to expire.

There was no new procurement. Modifications to contract DC3122 have been made during its term. The modifications covered by this notice is made according to article 72(1)(b) of Directive 2014/24/EU of the European Parliament and of the Council.

Due to increased complexity, higher than expected workload as well as changes in the strategic priorities of the Danish Ministry of Foreign Affairs it has been necessary to increase the fees of the contractor during the course of this contract. For this reason the value of the contract has previously been amended twice in addendum 4 (signed 24.3.2015. value: 1 006 714 DKK) & 5 (signed 26.2.2016. value: 1 053 002 DKK). Addendum 6, which is outlined in this document, further increases the value of the contract by 1 053 002 DKK in line with previous addenda. It was signed on 24.5.2017.

The amendments are necessary for the implementation of the Danish Ministry of Foreign Affairs' strategic priorities on a reinforced presence of Danish advisors in crisis management missions in prioritised countries and regions. Furthermore, Niras have a higher workload than outlined in the initial contract due to an increased number and complexity of the assignments to which PSR experts are deployed. The amendment does not constitute a change of the contract's fundamental elements. Furthermore, the use of a different contractor is not deemed possible without significant disadvantage for the Danish Ministry of Foreign Affairs as this would lead to a risk of not reaching the objectives of the PSR as well as incur appreciable economic costs.
