— VISION FFF Software and ASTRA Light Scattering Software,
— Installation and Familiarization on site by Wyatt Application Scientist (5 days),
— MALS and FFF training course for two persons,
— 1 year Premium Support via Phone and Email.
Section IV: Procedure
- The works, supplies or services can be provided only by a particular economic operator for the following reason:
- absence of competition for technical reasons
The setup combining asymmetric-flow-field-flow-fractionation (AF4), multi-angle light scattering, dif-ferential refractive index (dRI) detection, full UV detection and an option to switch between AF4 and Size-exclusion chromatography (SEC) is unique and not offered by other vendor.
Multi-Angle Light Scattering (MALS) detector:
— A Multi-Angle Light Scattering detector with Peltier Temperature control from -15oC to +150oC (required for measurement of some of our thermoresponsive polymer samples).
— A detector, which can be calibrated with a pure solvent like toluene.
— A MALS detector with embedded ultrasonic cell cleaning device for automatic flow cell clean-ing.
— A unique high sensitivity with 20 ng/mL 100 kDa polystyrene in THF.
— A MALS detector, which may be equipped with a DLS option measuring in the same flow cell.
Differential Refractive Index (dRI) Detector:
— A 512 element diode array dRI with a unsurpassed sensitivity (±7.5 x 10-10 RIU across the en-tire measurement range) and working range (-0.0047 - +0.0047 RIU).
— A dRI detector using the same wavelength as the MALS detector, which means that the same dn/dc for molar mass calculation is used for the concentration determination.
— Can measure also the absolute refractive index of a solvent (useful if a solvent mixture).
— A detector, which is calibrated during manufacturing so that the detector signal can be directly calculated with the dn/dc value to the real concentration (no re-calibration needed).
Asymmetric-flow-field-flow-fractionation (Eclipse® AF4):
— The only FFF system on the market using only one pump.
— A Frit Inlet (FI) channel, which uses a FFF separation technique without focusing step (a tech-nical evaluation showed that some of our samples cannot be measured with traditional chan-nels using the focusing step).
— A CoriFlow controller to precisely measure and adjust the cross-flow.
— A comprehensive software to control all instrumentation (HPLC system, FFF system and detec-tors). The software is developed especially for FFF and features a module to simulate and predict fractograms based on FFF theory.

Pursuant to Danish Act on The Complaints Board for Public Procurement (act nº 492 of 12.5.2010 with subsequent amendments – available at www.retsinformation.dk), the following time limits for filing a complaint apply: Complaints must be filed with The Complaints board for Public procurement within:
1) 45 calendar days after the Contracting Authority has published a contract award notice in the Official Journal of the European Union (with effect from the day following the publication date).
2) 30 calendar days starting the day after the Contracting Authority has informed the tenderers in question, that the Contracting Authority has entered into a contract based on a framework agreement through reopening of competition or a dynamic purchasing system, provided that the notification includes a short account of the relevant reasons for the decision.
3) 6 months starting the day after the Contracting Authority has sent notification to the candidates/tenderers involved that the Contracting Authority has entered into the framework agreement, cf. § 2(2) or § 171(4) of the Act on Public Procurement, provided that the notification included a short account of the relevant reasons for the decision.
4) 20 calendar days starting the day after the Contracting Authority has published a notice concerning his decision to uphold the contract, cf. § 185 (2) of the Act on Public Procurement. The complainant must inform the Contracting Authority of the complaint in writing at the latest simultaneously with the lodge of the complaint to The Complaints board for Public procurement stating whether the complaint has been lodged in the stand-still period, cf. § 6(4) of the Act on The Complaints board for Public procurement. If the complaint has not been lodged in the stand-still period, the complainant must also state whether it is requested that the appeal is granted delaying effect, cf. § 12(1) of the said Act. The e-mail of The Complaints board for Public procurement is stated in section VI.4.1. The Complaints board for Public procurement’s own guidance note concerning complaints is available at the internet address stated in section VI.4.1.
