II.2.4) Description of the procurement:

 

This Supplier qualification system can be used to supply modules to projects with the purpose of establishing Bioenergy plant. A module represents a category.

The categories are:

1 - EA – Waste preparation is a module for preparation of the waste before sorting

2 - ES – 2D/3D Sorting is a module for sorting

3 - EP – Solid/Liquid is where the enzymatically treated waste is split into 3 different value streams: 2D materials, 3D materials, Bioliquid

4 - EH – Bioliquid Cleaning is where the bioliquid recovered from the different parts of the process is cleaned and prepared to be sent to the biogas (AD) plant.

5 - EB – 2D/3D Washing is where the wet 2D and 3D material passed from the Module EP is washed to remove the residual bioliquid and dewater as necessary before passing to Module ES Sorting.

The process in the Module EB works in accordance with the water loop concept. The wash water used in the 2D washing must be circulated over a separation step to reduce the inerts content in the washing water to ensure an efficient washing process.

6 - RH – Biogas Cleaning is where the biogas is cleaned to remove impurities to acceptable levels depending on the downstream operation- CHP (Module MR) or Biogas upgrade (Module RK).The cleaned biogas from Module RH, could have two destinations either Module MR or Module RK

7- MR – Biogas CHP is where the biogas is utilized for gas Engines (CHPs) to produce green electricity and excess heat as process heat for the plant or for external purposes.

8 - RK – Biogas Upgrade is where the biogas is upgraded to green natural gas ready to be injected

To the natural gas grid. Depending on the Technical solution chosen, CO2 can also be produced as a by-product.

9 - GD – Digestate System is a module that separates the digestate from the AD plant into solid fraction and reject water fraction. The solid digestate fraction will be shipped to recipient while the reject water is transported to Reject water storage.

10 - GT – Water Cleaning is a module that dissolved and suspended inerts and salts are removed from a fraction of the Reject water to prevent accumulation of salts and nutrients in the process loop.

11 - GR – Water System is a module that comprises the central water system of the plant, with tanks, pumps, heating and cooling, for all water qualities in the process.

12 - RA - AD plant is where the biomass undergoes Anaerobic Digestion process. The Anaerobic Digestion (AD) process is a bacteriological process that breaks down organic material under oxygen-free conditions to produce a mixture of methane and carbon dioxide gas called biogas. The produced biogas (60 % CH4 + 40 % CO2) is subsequently passed for cleaning. The digestate is passed to for further treatment.

13 - EE – Reactors is where the MSW is mixed with warm water, enzymes and pH adjusting components and enzymatically hydrolyzed. The function has several purposes:

• Homogenous mix of MSW with heated water and enzymes.

• Enzymatically treating the mixture to sufficient retention time under optimum conditions.

• Treated waste buffer where bioliquid is drained off and the enzymatically treated waste is transferred to Module EP, in an even and continuous flow.

Candidates applying admission for the Supplier Qualification System must be capable of providing all or some of the modules described above. See also section 3.1, Guideline to Supplier Qualification System (supplying these systems does not set out requirements to the level of own-production and sub-contracting).The candidates must be able to supply the Modules in Europe. Candidates are encouraged to provide details on which market candidates are operating on.

Conditions to be fulfilled by economic operators in view of their qualification:

 

Application for admission to the qualification system must be submitted in the e-sourcing system Scanmarket.

Candidates are requested to fill out the eESPD document provided by Ørsted Bioenergy & Thermal Power A/S in Scanmarket as an XML file. Please follow the link https://ec.europa.eu/growth/tools-databases/espd/welcome and upload the XML file there in order to fill out the eESPD document.

If the Candidate is applying for qualification for more than one category using the same eESPD, Ørsted Bioenergy & Thermal Power A/S encourages the Candidate to insert separate reference lists for each of the categories in the eESPD Part V in accordance with the guidelines and requirements described in section 3.1 to the Guideline Supplier Qualification System.

The Candidate is only required to complete the eESPD. If additional files are provided, the Candidate is asked to refer to such files in the eESPD.

 

Conditions to be fulfilled by economic operators in view of their qualification:

 

A call for competition will include a category or categories and may also include auxiliary components. If the qualification system is used, auxiliary components will only be acquired together with the main components and not on a stand alone basis.

The exact scope will be described in the tender material for the tender. Should Ørsted Bioenergy & Thermal Power A/S decide to tender for a scope covering two or more categories, only Candidates registered in those categories will be invited to the tender. Further, should Ørsted Bioenergy & Thermal Power A/S decide to tender for a scope covering all the categories, only Candidates registered in the category covering all fourteen categories will be invited to the tender.

The following information must be submitted in the e-sourcing system Scanmarket as a part of the eESPD.

A) INFORMATION REGARDING CANDIDATE

A1)The Applicant shall submit the following information regarding:

— Company name, Adress, mail, name and web-page,

— Contact person, mail and phone-number,

— Registration (CVR no. or equivalet and VAT no. or equivalent).

The information should be provided in the eESPD part II, section A.

B) ECONOMIC AND FINANCIAL STANDING INFORMATION

B1) - The Candidate is encouraged to submit a description of its ownership and corporate structure. If the Candidate is a subsidiary, the Candidate is encouraged to submit the name of the highest possible group parent – being an entity directly or indirectly controlling more than 50 % of the Candidate. The information may be provided in part V of the eESPD. If, for technical reasons, the Candidate finds that it is impossible to insert a full description of ownership and corporate structure in the eESPD, the Candidate can consider uploading a separate file in Scanmarket with the description and refer to such file in the eESPD Part V.

Ørsted Bioenergy & Thermal Power A/S reserves the right to set a deadline for submission of the description of ownership structure after the deadline for request to participate.

B2) - The Candidate shall submit information enabling Ørsted Bioenergy & Thermal Power A/S to assess the Candidate’s economic and financial capacity. The Candidate shall provide the following figures based on the latest two signed and approved annual reports. The Candidate shall submit the information in the eESPD Part V, stating which financial year the information relates to (e.g. financial year 2017 if this is the latest annual report):

1) Turnover (revenue)

2) Net result before tax

3) Current assets

4) Total assets (sum of all assets)

5) Total shareholder’s equity (equity including minority shares)

6) Current liabilities

7) Intangible assets

8) Inventories

9) Trade receivables

10) Cash and cash equivalents

11) Trade payables

The following minimum requirements regarding Economic and Financial information apply for qualification into the Supplier Qualification System.

It is a MINIMUM REQUIREMENT that the Candidate provides information for a positive equity in last approved annual report.

Please note that Ørsted Bioenergy & Thermal Power A/S might have additional minimum requirements to the Candidate’s economic and financial capacity which will be used in specific tenders.

Accordingly, the Candidate are encouraged to consider whether they should apply for qualification with economic and financial support from other entities in order to improve their possibilities of being prequalified.

Please note the language requirement in section IV.2.4, which also applies to the financial information. The Contracting Entity reserves the right to supplement applications which partially or fully do not comply with this requirement, but encourages the Candidates to follow the instructions.

C) TECHNICAL CAPACITY INFORMATION:

C1) The Candidate is encouraged to describe the Candidate’s quality management, health and safety management and environmental management systems in the eESPD Part V. If the Candidate is certified according to either ISO 9001, OHSAS 18.001 or ISO 14.001 or equivalent, information about having all three certificates will be considered a full description of the three management systems. For non-certified systems, the Candidate is encouraged to insert the full wording of the relevant management systems in the eESPD Part V. The information must be sent in English. If, for technical reasons, the Candidate finds that it is impossible to insert a full description of one or several uncertified management systems in the eESPD, the Candidate can consider uploading a separate file in Scanmarket with the description and refer to the file in the eESPD Part V.

C2) A reference list of relevant works shall be provided regarding each module Candidates apply for. Ørsted Bioenergy & Thermal Power A/S encourages the Candidates to include the following information for each of the references:

1. Title and location of the project

2. Description of the project

3. Specific scope of supply to the project and the Candidate’s role in the project

4. Turn-key-extent/EPC (meaning inclusion of sub-systems)

5. Period of execution

6. Contract value

7. Customer and contact information

For further detailing the Candidates are encouraged to include information about the following aspects of the individual references:

1. Capacity of the delivered Project

2. Main standards/norms used as design basis

The Candidate is encouraged to include other relevant information about the reference, as detailed described as possible.

 

Conditions to be fulfilled by economic operators in view of their qualification:

 

The Candidate should insert information about references in Part V of the eESPD. If, for technical reasons, the Candidate finds that it is impossible to insert a full description of references in the eESPD, the Candidate can consider uploading a separate file in Scanmarket with the description and refer to such file in the eESPD Part V.

Ørsted Bioenergy & Thermal Power A/S expects to use the data and descriptions of the references in the eESPD as an important objective criterion when selecting Candidates for future tenders. Thus, it is significant that the Candidates fill in the reference descriptions as detailed as possible.

Please note that Ørsted Bioenergy & Thermal Power A/S might also include minimum criteria for a specific tender where the information above might be relevant for example (but not exhaustive) regarding Emergency water supply for quenching unit, which underlines the importance of detailed descriptions of the references.

The following minimum requirements regarding Technical Capability Information apply for qualification for each category into the Supplier Qualification System.

It is a minimum requirement that the Candidate provides information that below essential technical requirements can be met for the individual category/categories the Candidate applies for admission to.

MINIMUM REQUIREMENT for "1. EA – Waste preparation":

1) Pre-sorting technology suitable for MSW handling/treatment that includes: Separate solids from MSW in 2D/3D fractions and sorting of 2D/3D materials from MSW in RDF/SRF fractions

2) Equipment to accommodate a plant capacity of minimum 5 tons MSW/h

3) Design Materials resistant towards corrosion and abrasion.

MINIMUM REQUIREMENT for "2. ES – 2D/3D Sorting":

1) Equipment for separating 2D/3D material with a high-water content.

 

Conditions to be fulfilled by economic operators in view of their qualification:

 

MINIMUM REQUIREMENT for "3. EP – Solid/Liquid":

1) Handling liquid and solid separation from a material stream. Separated liquid stream has a content of particles and fibers needed to be kept in suspension until next module.

2) Equipment hydraulic capacity of up to 40 tons of liquid per hour containing inert and organic solids.

3) Design Materials resistant towards corrosion and abrasion.

MINIMUM REQUIREMENT for "4. EH – Bioliquid Cleaning":

1) Separation of inert solid material from water and removal of adhesive organic material from the inert material.

2) Equipment hydraulic capacity of approx.

40 tons liquid per hour containing inert and organic solids.

3) Design Materials resistant towards corrosion and abrasion.

 

Conditions to be fulfilled by economic operators in view of their qualification:

 

MINIMUM REQUIREMENT for "5. EB – 2D/3D Washing":

1) Removal of adhesive organic material from solid plastic material with water with-out the use of detergent or similar chemicals (such as but not limited to surfactants).

2) Equipment to accommodate different washing capacities for 2D and 3D plastic material

3) Design Materials resistant towards corrosion and abrasion.

MINIMUM REQUIREMENT for "6. RH – Biogas Cleaning":

1) Technical experience of building purification plants for hydrogen sulfide removal from biogas.

2) Plant size > 1.000 Nm3/h

MINIMUM REQUIREMENT for "7. MR – Biogas CHP":

1) Technical experience of building purification plants for hydrogen sulfide removal from biogas.

2) Plant size > 1.000 Nm3/h

MINIMUM REQUIREMENT for "8. RK – Biogas Upgrade":

1) Technical experience of building purification plants for hydrogen sulfide removal from biogas.

2) Plant size > 1.000 Nm3/h

MINIMUM REQUIREMENT for "9. GD – Digestate System":

1) Supply/delivery of turnkey systems that include:

• Hygienisation of raw digestate/sludge from biogas plant.

• Solid/liquid separation systems for dewatering digestate.

• Minimum throughput 30 t/h.

 

Conditions to be fulfilled by economic operators in view of their qualification:

 

MINIMUM REQUIREMENT for "10. GT – Water Cleaning":

1) Supply/delivery of turnkey systems that include water cleaning systems/ Evaporation systems including ammonia stripping.

2) Minimum throughput 10 t/h

MINIMUM REQUIREMENT for "11. GR – Water System":

1) Designing and building tanks in stainless steel or reinforced fiber, piping systems and heat exchangers.

2) The system should be able to supply controlled flow of water at specified temperatures to the other consumables in the plant according to demand.

3) Tanks sizes are likely to be from 30 m3.

 

Conditions to be fulfilled by economic operators in view of their qualification:

 

MINIMUM REQUIREMENT for "12. RA - AD plant":

1) Complete CSTR AD digesters > 4.000 m3, gas storage > 5.000 m3, gas flare > 2.000 m3/h, storage tanks > 2.500 m3.

MINIMUM REQUIREMENT for "13. EE – Reactors":

1) Reactor must be based on Ørsted specifications and as minimum the reactor must transport water and solids from one end to the other in a specific time maintaining specific process parameters that may include:

— Constant temperature,

— Even total load and distribution throughout the reactor,

— Constant venting of reactor headspace.

2) Design Materials must be resistant towards corrosion and abrasion as well as heat resistant.

Qualification and pre-qualification will take place in several stages. First stage is the qualification in the Supplier qualification system and second stage is the prequalification to the call for competition. When pre-qualifying candidates for a specific tender Ørsted Bioenergy and Thermal power A/S will use objective criteria.

This Supplier qualification system is none exclusive, and Ørsted Bioenergy and Thermal power A/S is not obliged to use the Supplier qualification system and can use alternative qualification systems or contract notices. With the Supplier qualification system, Ørsted Bioenergy and Thermal power A/S wish to establish a pool of qualified candidates, who can be invited to specific tenders. If an application is rejected because it does not comply with the requirements or minimum requirements it can update the application and re-submit. Further, qualified candidates can update their applications if they wish to update their information. When using the qualification system, Ørsted will state in the tender conditions for the specific tender which award criteria is applied. A specific tender may be awarded both by lowest price or best price / quality ratio. It will also be stated in the tender documents for the specific tender, if an electronic auction will be used for the specific tender procedure. Ørsted Bioenergy and Thermal power A/S plan to submit the first tender(s) very soon after publication of this notice. See Guideline supplier qualification system.

Complaints about specific tenders must be filed with the Complaints board for public procurement (Klagenævnet for Udbud) within 45 calendar days from the day after the contracting entity has published a Contract award notice in TED (Tenders electronic daily). Complaints about not having been pre-qualified for specific tenders under the qualification system must be filed with the Complainants board for public procurement (Klagenævnet for Udbud) within 20 calendar days from the day after the day when the contracting entity has notified the applicants in question about the result of the pre-qualification, provided that the notification contains a short statement of relevant reasoning behind the decision. The complainant must notify the Contracting Entity in writing of the filing at the latest when complaint is filed.
