  • The works, supplies or services can be provided only by a particular economic operator for the following reason:
    • absence of competition for technical reasons
Explanation:

The regional whole genome sequencing reference center at KCRI, Moshi, Tanzania needs a well-established WGS platform/technology to sequence bacterial pathogens to fulfil their role as the regional WGS reference center for East Africa.

The project needs a platform with short read technology, which corresponds to read sizes ranging between 50 to 1 000 bases combined with high accuracy nucleotide calling of app 99 %. Only Illumina can supply KCRI with the specific short-read WGS platform that they require. Long-read sequencing platforms can’t be considered due to the high error rate between 10 %-13 % by the 2 long-read platforms available: the Pacific Biosciences (PacBio) suite and the Oxford Nanopore Technologies (ONT) suite.

The project needs a platform with sequencing-by-synthesis system (SBS). A sequencing-by-ligation (SBL) can't be considered because of a lower yield than required as well as problems sequencing palindromic sequences.

The project needs medium yield of 15-100 (Gb) and only Illumina Nextseq meet the required medium yield range of 15-100 (Gb).

The project needs a relative medium throughput of 100 isolates per run and only Illumina Nextseq and Hiseq meets the required medium throughput of 100 isolates per run.

It vital for the project to have a low error rate to avoid re-runs and misinterpretations and identification of genes and mutations as well as phylogeny bacteria. Only Illumina can meet our requirements for maximum error rates. The long read technology platforms all have much higher error rates, which complicate an accurate analysis.

The project needs output data to be applicable to the analytic workflow (software) applied by KCRI (CGE Bacterial Analysis Pipeline). The analytic workflow applied by KCRI is based on the output from Illumina Technologies, thus, only fully applicable to Illumina platforms.

Furthermore, the project needs a service contract to cover coverage of parts, reagents replacement, remote technical support, on-site application support and protection of costly repairs. It's vital for the project that the platforms are regularly serviced to warrant the high accuracy to ensure high quality genomic data for the analysis. And only Illumina can support Illumina platforms.
