External Dialogue Meeting Regarding an Automatic Risk, Profile and Analysis System (ARPA)
The IT and Development Agency of the Danish Ministry of Taxation (UFST) is currently in the preparation phase for a tender regarding the acquisition of an Automatic Risk, Profile and Analysis system (ARPA) to replace the current Risk Analysis System (RAS). This project is a part of a collaboration on control and risk management in the EU, to enable the Danish Customs Agency to become compliant with the Union Customs Code (UCC) and enable the customs to become more data-driven. As part of the preparation, UFST would like to gather information from the market by conducting dialogue meetings on the 23rd and 24th of March 2020. The purpose of the dialogue meetings is to gather relevant information and explore which services and solutions are currently available and how vendors can provide a solution that enables the risk analysis functionalities, whilst delivering these within a short time period due to strict EU deadlines.
The purpose of the external dialogue is to support UFST and the EUTK program in the preparation for the upcoming acquisition of an Automatic Risk, Profile and Analysis System (ARPA) to replace the current Risk Analysis System (RAS). The solution will support the customs employees in the risk analysis processes, by identifying possible risk items for further inspection based on automatic risk analysis of declarations. The functionality of the solution will support the following value streams in the Danish Customs Agency:
1) Risk identification and profiling;
2) Risk analysis of declarations.
The solution must be compliant with UCC, national legal requirements and additional relevant requirements when dealing with ‘EU Restricted’ data.
The solution shall support the following main functionality:
1) Automatic risk analysis and control selection of incoming goods and declarations based on a rule-based approach;
2) Automatic risk analysis and control selection of incoming goods and declarations based on random selection;
3) Integration to the analytics engine within the customs data platform to enable automatic risk analysis and control selection based on data driven risk models;
4) User interface for creation and configuration of risk- profiles, rules and criteria’s.
Information about initial business needs, the target architecture as well as questions expected to be covered in the the dialogue meeting will be accessible on https://www.ufst.dk/om-styrelsen/aktuelle-udbud/. Meetings will be held on the premises of UFST on 23rd and 24th of March 2020. The meetings will be held in Danish or English. Due to a time perspective, UFST reserves the right only to invite a limited number of participants. If dialogue meetings should be relevant due to a high number of positive responses, UFST will go through references from prior deliveries and specifications on the proposed solution. UFST kindly ask you to submit a written confirmation of max. 1 page with a short description of the above-mentioned information as application for participation in dialogue meetings and submit no later than 17 March 2020 at 16.00. UFST emphasises that this notice is not a call for pre-qualification applications, and participation in the discussions will not be required in order to participate in the coming call for tenders. After completing the market dialogue, UFST will draw up a report summarising the dialogue, which will be published on the website of UFST alongside other dialogue material.
