Purchase of an Automatic System for Extraction of Sequential Aerosol Samples and Direct Coupling to UHPLC-qTOF-MS Instrument
Aarhus University wants to purchase Aerosol Devices PAL 700 automatic sample extraction system for extraction of samples collected with Series 110A sequential aerosol spot sampler. The Aerosol Devices PAL 700 automatic sample extraction can be coupled directly with an existing ultrahigh performance liquid chromatograph — quadrupole time-of-flight mass spectrometer (UHPLC-qTOF-MS) for automatic sample injection and molecular analysis. The combined system for sequential aerosol sampling and automatic extraction will be used for time-resolved investigations of organic composition of aerosols collected from ambient air and laboratory chamber studies. The Aerosol Devices PAL700 automatic sample extraction system for use with a Series 110A sequential aerosol spot sampler is the only commercially available system on the market, which can perform this task.
The research group ‘Aarhus Centre for Analytical Chemistry, Atmosphere and Climate’ at the Chemistry Department of Aarhus University intend to purchase an Aerosol Devices PAL700 automatic sample extraction system for extraction of samples collected with Series 110A sequential aerosol spot sampler and coupling to an existing UHPLC-Q-TOF-MS instrumentation in a planned research project.
The combined system will allow us to investigate chemistry of formation and growth of aerosols in chamber studies and to study chemical composition of aerosols in ambient air both with high time-resolution (from minutes to 24 hours) and unattended collection of up to 32 samples. The size range of collected aerosol particles should be from 5 nanometer to 10 micrometer. The aerosol spot sampling plates can easily be stored (in a freezer) and transported, taking up minimal space. Coupling with the automatic sample extraction system enables accurate extraction in organic solvent mixtures and avoids labor-intensive filter extraction and potential artifacts associated with filter sampling and extraction of aerosols. The automated extraction system will be coupled directly with an ultrahigh performance liquid chromatograph coupled with an UHPLC-qTOF-MS for automatic injection of solvent extract aliquots in order to avoid sample loss. It can be very time-consuming to collect and extract a high number of aerosol samples, and the automatic system will enable us to obtain a much higher time-resolution than filter sampling and manual extraction. Furthermore, the combined system will enable studies at low concentration levels, which are important for e.g. performing experiments at atmospherically relevant levels.
Section IV: Procedure
- The products involved are manufactured purely for the purpose of research, experiment, study or development under the conditions stated in the directive
- The works, supplies or services can be provided only by a particular economic operator for the following reason:
- absence of competition for technical reasons
Aarhus University have performed a systematic search for commercially available systems for automatic sample extraction in organic solvent mixtures of aerosol spot samples followed by automatic injection to UHPLC-qTOF-MS. The Aerosol Devices PAL 700 automatic sample extraction system (manufactured by CTC Analytics AG) to be used for extraction of aerosol samples collected by a Series 110A sequential aerosol spot sampler (Aerosol Devices Inc.) is to our knowledge the only system available on the market that fulfills all of our requirements:
Automatic extraction with organic solvent mixtures directly from multi-well aerosol sample plates (Aerosol Devices Series 110A sequential aerosol spot sampler) with 32 wells (dry deposition area approx. 1-mm diameter or liquid samples with small volume of 0.65 ml).
Extraction assisted by ultrasound or orbital shaking automatic sample extract injection directly coupled and controlled by UHPLC-qTOF-MS (Thermo UHPLC and Bruker qTOF-MS).

Following the notification, a standstill period of 10 calendar days will be held in accordance to paragraph 3 of Act No 593 of 2 June 2016 on the Danish Act on the Complaints Board for public Procurement. This implies that the contracting authority cannot sign the contract with the winning tenderer before the standstill period has expired.
In case of complaints about tenders or decisions, e.g. award of contracts covered by section II) or III) in the Danish Public Procurement Act must be submitted to the Complaints Board for Public Procurement (Klagenævnet for udbud) within 45 calendar days from the day after the contractor published a notice in the Official Journal on the conclusion of a contract. At the latest concurrently with submission of an appeal to the Complaints Board for Public Procurement, the complainant must inform the contracting authority of the alleged infringement and whether the appeal is to be referred to the board.
