Project new Marking Register (Aegir)
The Danish Maritime Authority intends to enter into a contract with Teledyne CARIS for the establishment of a new solution for the Danish Maritime Authority's marking register. It is critical software that contains the Danish Maritime Authority's total data on floating and permanent markings under the auspices of DK. A total of about 9000 records. The markup system is today located as an Oracle database with a customized user interface.

The contract covers the establishment of a new marking register incl. licenses, software, data sharing, operating costs and integration with Niord.
General functionality:
1. The register must contain all markings in Denmark as well as lighthouses and beacons ind Greenland and lighthouses in the Faroe Islands.
2. Data en the register must be able to be exported to other systems (ArcGIS etc.)
3. In the long term, is must also be possible to exchange data with GST (the Danish Geodata Agency).
4. It must be possible to register operation-related data for locations and components.
5. The register must have storage and component management.
6. It must be possible to easily generate reports (stock, change/ supervision lists and promissory notes) in XLSX, PDF and preferably GPX format.
7. Search functions for different parameters must be available.
8. The register must be able to handle operating hours.
9. The register must be accesible on and offline.
10. It must be possible to separate state marking from private, municipal and contract marking.
11. It must be possible to acces historical data.
12. The register must be able to handle user rights and roles, as well as other rights to create user components etc.
13. The user interface must be easy, efficient and intuitive to support the employee in their work, preferably with a graphical user interface.
14. The register must contain recommendations for the individual marking station.
15. In the case of experiments with markings, this must be clearly shown (red bagground).

Other than that we require Marking data - the very basic data that gives the DMA a comprehensive overview of all markings. Maintenance data - Process: Component are procured / maintained at the operations center and subsequently prepared and moved to vessels /guard stations. An Interfaces - integrations with other systems.
The Danish Maritime Authority would like to hear from Suppliers who can solve the above task within the specified financial framework. In the event that the Danish Maritime Authority has not received inquiries within 10 days, the Danish Maritime Authority will enter into a contract for Project new Marking Register with Teledyne CARIS.
Section IV: Procedure

The Danish Maritime Authority has investigated the possibilities for solutions with other maritime authorities with responsibility for marking. An important criterion is that the new marking register is equipped for ODD, as the EU has decided that European authorities must make certain data sets available to the public. The Danish Maritime Authority has asked the following about possible solutions: IALA, Korea, USA, Canada, Sweden, Norway and the Danish Geodata Agency. All respondents, with the exception of Norway, have been in the same situation as Denmark, that their marking registers are in obsolete systems, with a lack of security and integration opportunities.
Korea and the United States have chosen to build a new register with their own development funds that are adapted to the S-100. Canada has decided to purchase a system offered by Canadian-American Teledyne Caris. Sweden is still in the decision-making phase and is interested in what the Danish Maritime Authority / Denmark arrives at. The Danish Geodata Agency has their markings registered in ArcGIS, but produces their depth maps in Teledyne Caris' software. The Danish Geodata Agency is interested in closer cooperation with the Danish Maritime Authority regarding the forthcoming marking register. After holding meetings with Canada, the Danish Maritime Authority is of the opinion that it will be economically most advantageous and resource-saving to access the same solution by using Teledyne Caris.

Pursuant to the Act on the Complaints Board for Tenders, etc., the following deadlines apply for the submission of a complaint:
Complaints about not having been selected must be submitted to the Complaints Board for Tenders within 20 calendar days, cf. section 7 (1) of the Act. 1, from the day after sending a notification to the affected applicants about who has been selected, when the notification is accompanied by a justification for the decision in accordance with section 2, subsection 1 of the Act. 1, no. 1, and the Public Procurement Act, section 171, subsection 2.
In other situations, an appeal must be made against a tender, cf. section 7 (1) of the Act. 2, be submitted to the Complaints Board for Tenders before:
1) 45 calendar days after the contracting authority has published a notice in the Official Journal of the European Union stating that the contracting entity has entered into a contract. The deadline is calculated from the day after the day on which the executive order has been published.
2) 30 calendar days from the day after the day on which the contracting authority notifies the tenderers concerned that a contract based on a framework agreement reopening the competition or a dynamic purchasing system has been concluded, if the notification has stated a reason for the decision.
3) 6 months after the contracting authority has entered into a framework agreement calculated from the day after the day on which the contracting authority has notified the affected applicants and tenderers, cf. section 2 (1) of the Act. 2, and the Public Procurement Act § 171, para. 4.
4) 20 calendar days calculated from the day after the contracting authority has announced its decision, cf. the Public Procurement Act, section 185, subsection. 2.
At the latest at the same time as a complaint is submitted to the Complaints Board for Tenders, the complainant must notify the contracting authority in writing that a complaint is submitted to the Complaints Board for Tenders, and whether the complaint has been submitted during the standstill period, cf. (4) In cases where the complaint has not been submitted during the standstill period, the complainant must also state whether a suspensive effect of the complaint is requested, cf. section 12, subsection 1 of the Act. 1.
