Market dialogue about application tools for Nordic RSC — Norcap project
Nordic RSC (Regional Security Coordinator) is as a joint office owned by Energinet, Fingrid, Svenska Kraftnät and Statnett with the purpose of delivering operational coordination in the Nordic electricity system. Nordic RSC is operational since 2017 and is in the process of defining the future strategy for ITsupport for the services CGM (Common Grid Model), CSA (Coordinated Security Analysis) and CCC (Coordinated Capacity Calculation). Given the complexity of the functionality to be established within a short time frame, Nordic RSC needs a partnership with strong ITvendors for realizing this strategy. The objective is to identify the market offerings within ITsystem components, ITsystems development and management, which could enable the Nordic RSC to build and maintain the future ITsolutions for collaboration between RSC and TSOs for operational planning. Another objective is to identify vendor interest in a possible tender for development, system integration and maintenance.

In particular, Nordic RSC would like to know to what extent:
— the market provides technical subcomponents that can be building blocks for the application strategy,
— the market contains vendors capable of delivering management development, integration and maintenance of the CGM, CSA and CCC processes for the Nordic Area.
The CGM Service should provide:
— automated merging of CGM for the Nordic Area for the time horizons D-1, D-2, intraday and near-real time,
— import / export of CGMES 2.4.15 models,
— support for the Nordic grid models containing PTCs, SIPS and HVDC,
— load flow,
— overview and analysis tools for the RSC Operators.
The CSA Service should provide:
— Static N-1 Security Analysis on the Nordic Grid (including SIPS with base case and contingency case activation),
— automated security analysis for D-1 and intraday time horizons,
— overview of the security analysis results for RSC and TSO Operators.
The CCC Service should provide:
— flowbased calculation of capacities on the Nordic grid for the day-ahead market,
— CNTC calculation of capacities on the Nordic grid for the intraday market — including adjust of capacities during the energy delivery day,
— calculation of Flow Reliability Margins (FRM) and Transfer Reliability Margins (TRM) based on statistical data for calculated versus realized flow,
— domain validation of flowbased and CNTCs domains be TSO Operators,
— release of flowbased parameters (PTDFs, RAMs) and CNTC Capacities to multiple NEMOs,
— integration of CNECC values, including Remedial Actions and Power Shift Keys from TSOs into the system.
In view of the expected timetable for the tender, Nordic RSC would like to receive the supplier description and the notice of response at latest: 4.4.2018 at 12:00 CET in the EU-Supply system.

The RFI material consist of following documents available in the EU-Supply system:
1. NorCap — Nordic RSC — Request for information;
2. RFI input — Strategy overview;
3. RFI input — NorCap Application strategy;
4. RFI input — CGM application strategy;
5. RFI input — CSA application strategy.
The RFI responses shall be submitted in the EU-Supply system as set out in below:
Section 1: Brief summary of the participant company;
Section 2: Responses outlined in section 3 in NorCap — Nordic RSC — Request for information;
Section 3: Summary of your recommendation;
Section 4: Any additional items.
The RFI is intended to be completed as a written dialogue in the first step. The responses will be evaluated and concluded upon by the project management immediately after the response deadline and the result will be made available to the project TSO procurement group and steering committee for further decision making. The responses and the result of the Market Dialogue may initiate a further process determined by the Steering Committee / TSO procurement, and we intend to invite at least three of the most relevant suppliers for an individual meeting with Energinet representatives in order to further discuss the submitted response and input. Energinet urges all, but only relevant and serious suppliers, to provide their best and honest response to this Market Dialogue.
