Vacuum Transfer Line and Pulsed Laser Deposition chamber
This procurement by DTU Energy is conducted as a negotiated procedure and concerns the realization of a Vacuum Transfer Line System (VTLs) and Pulsed Laser Deposition chamber (PLDc).
The procurement concerns a reliable and fast ultra-high vacuum transfer connecting minimum 5 vacuum systems (XPS, 3 existing PLDs and 1 sputtering).
The holders/manipulators of the PLD chambers are different from each other and also the XPS has its own holder. DTU Energy has a need to design manipulators and sample holders that can fit in the chambers and in the XPS at the same time.

Selection will be based on the presented references. Best references are considered the ones most comparable to this procurement and the overall requirements herein, including:
— size of vacuum transfer lines,
— connected vacuum systems,
— characteristics of PLD,
— innovative solutions and user friendliness.
Option: additional load lock chamber with multi samples storage attached to VTLs.
Section III: Legal, economic, financial and technical information
The candidates must state the following:
— general yearly turnover for the last 3 audited financial years.
The minimum level for suitability is 800 000 EUR calculated as an average of the turnover in the last 3 financial years.
The candidates must give references for comparable contracts. Comparability are considered contracts concerning vacuum transfer lines like the one in the procurement, with regards to the overall specifications of the VTL and PLD.
The minimum level for suitability is 3 references and references cannot be more than 3 year olds.

Complaint regarding the award of contract:
Complaint regarding a decision on pre-qualification must be submitted no later than 20 calendar days, from the date after a notification to the concerned candidates informing them of who has been selected, has been sent and this notification includes the grounds for the decision, cf. law regarding, Complaints board (in Danish Klagenævnet for Udbud) § 7, Section 1.
Complaint regarding the award of contract must be submitted no later than 45 calendar days from the date after the contracting authority has published a contract award notice in the European Union Official Journal informing that the contracting authority has awarded the contract, cf. Complaint regarding the contracting authority’s award of contract without prior publication of a contract notice in the European Union Official Journal must be submitted no later than 30 calendar days from the date after a contract award notice has been published by the contracting authority in the European Union Official Journal and that contract award notice includes the grounds for the decision to award the contract directly, cf.
