Request for Information (RFI) — Automatic Number Plate Recognition (ANPR)

The Danish National Police is currently in the preparation phase for a tender regarding delivery and maintenance of a system for automatic number plate recognition (ANPR). As a part of the preparation for tender, the Danish National Police would like to gather information from the market in a market dialogue.

The purpose of the market dialogue is to gain information on the market and what the market can offer and if the Danish National Police can keep (some of) the existing ANPR system and if not, what else the market can offer.

In 2013, Rigspolitiet (i.e. the Danish National Police) completed a proof of concept on automatic number plate recognition (ANPR) in order to explore potential benefits. In light of the results, the Danish National Police decided to implement this technology in the entire police force to support the action against e.g. international and organized crime, burglary and home robberies and support to the Danish Tax Administration of mobile, flexible and intelligence-based custom actions.

The Danish National Police anticipate that the tender will include the following:

• Fixed ANPR cameras;

• Mobile ANPR cameras with associated ANPR software for police cars and possibly other types of vehicles such as motorcycles;

• Other types of portable ANPR solutions, either with associated ANPR software or with a connection directly to the back-end ANPR system;

• ANPR back-end system;

• Installation;

• Support and maintenance.

Please note that the mobile ANPR must be incorporated in a mobile PC-concept, which consist of a Window-based mobile PC, a mounted monitor on the police car's front panel as well as an application controlling the programs installed on the mobile PC.

The Danish National Police will provide the communication infrastructure for the ANPR systems. The Danish National Police prefers future-proof and flexible solutions as well as well-proven standard systems.

The material for the market dialogue (Request for Information documents) consists of the documents:

• RFI Questionnaire;

• Description of the existing ANPR solution.

If you are not a licensee of EU-supply, fill out a registration of your company. This registration is required for your continued participation and is free of charge. After sending the registration, you have free access to all documents.

Potential contractors wishing to participate in the market dialogue shall answer the questions, possible by typing the answered into the questionnaire. The Danish National Police would like to have all questions answered as far as possible, but this is only up to the potential contractor.

If it is not possible for the company to complete all questions, the Danish National Police would kindly ask the potential contractors to prioritize answering the following questions: No 1 — 11, 13 and 26.

The answers to the questionnaire shall be submitted by email to MAN068@politi.dk no later than the 22 of April 2020 at 14.00 CET.

Based on the responses received, the Danish National Police expect to have individual oral dialogue meetings via video with either all the potential contractors who have provided answers to the written questions or a representative selection of them. Due to a time perspective, the Danish National Police reserves the right only to invite a limited number of participants to the dialogue meetings. If selection for dialogue meetings should be relevant due to a higher number of positive responses, the Danish National Police will do this by evaluating the written answers to the questionnaire with the focus on finding a for the Danish National Police broad segment of the market to participate in relation to a future tender.

The meetings will be held via video on the 5^th and 6 of May 2020. The meetings will be in Danish or English.

This prior information notice is to inform interested contractors of the possibility to participate in the above mentioned dialogue meetings. Potential contractors are kindly made aware, that aside from the Request of Information documents mentioned above, no further information regarding the tender material, documents, conditions or the tender procedure is available prior to the publication of the contract notice.

Questions to the procedure can be submitted via the communications ‘tab’ in EU-supply.

The Danish National Police emphasizes that this notice is not a call for pre-qualification applications, and participation in the discussions will not be required for pre-qualification in the coming call for tenders. It shall furthermore be stressed that replies given during the period of discussion will not in any way be part of any later assessment.

The purpose of this request for information (RFI) is solely to give the Danish National Police a wide background knowledge about the possibilities and challenges in the ANPR-market.
